As the homeland of the Vietnamese people, over the years, Phu Tho has been proactive and creative in cultural diplomacy and achieved many important results; contributing to spreading the cultural values of the Ancestral Land, promoting international cooperation and socio-economic development in the locality.
Bridge bringing the Fatherland to the world
In the course of history, Phu Tho is considered the ancestral land of the Vietnamese people, the starting place of the Van Lang State, the first nation in the history of the nation.
This is also a locality that possesses a rich heritage treasure with two world intangible cultural heritages recognized by UNESCO: Hung King Worship and Phu Tho Xoan Singing.
Along with this typical heritage, Phu Tho currently has hundreds of ranked historical and cultural relics, thousands of intangible heritages and traditional festivals, typical craft villages... This is an important foundation for the province to promote exchange and cooperation activities and promote the local image through cultural diplomacy channels.
According to the Phu Tho Department of Foreign Affairs, fully aware of the role of culture in foreign affairs strategy, the province has promoted information and propaganda, promoting cultural heritage and scenic spots in 6 languages, contributing to introducing the image of the Ancestral Land to international tourists.
The 3D bilingual film “Hung Temple - Sacred Origin” was broadcast on national television channels and used in many foreign affairs activities at the Vietnamese Embassy in Laos, Japan, Korea, France, etc., becoming an effective tool in promoting the culture and tourism of the province.
In addition, foreign gift products such as Ngoc Dat To tea pots, Thanh Ba purple tea buds, Doan Hung grapefruit, bronze drum models or Hung Temple wood carvings... are carefully selected, representing the quintessence of local culture; contributing to strengthening international friendship and cooperation.
Phu Tho has organized many important international events such as: SEA Games 31, Miss World Tourism 2022 Finals, conferences, tourism fairs and international cultural festivals. Through these activities, the province has the opportunity to introduce its cultural beauty, people and development potential to friends around the world.
One of the highlights in Phu Tho’s cultural diplomacy is the effective promotion of the role of the Vietnamese community abroad. The online contest “Overseas Vietnamese with the two heritages of Hung King worship and Phu Tho Xoan singing” attracted nearly 100 overseas Vietnamese in 9 countries to participate.
Every year, the province welcomes hundreds of overseas Vietnamese from 20 countries to offer incense in memory of the Hung Kings, becoming "cultural ambassadors," contributing to spreading the traditional values of the Ancestral Land to the international community.
Phu Tho also actively participates in exchange activities with foreign localities such as Luang Prabang (Laos), Nara (Japan), Son Tay (China), Hwaseong (Korea)... The province regularly organizes programs to introduce culture, cuisine, and traditional costumes at international events, creating a good impression with international friends.
The results achieved show that cultural diplomacy has become one of the important pillars in Phu Tho's development strategy. Culture is considered an endogenous resource, a "soft power" that helps the Homeland spread its values, affirm its position and contribute positively to the goal of rapid and sustainable development.
Building a cultural diplomacy strategy
In the context of increasingly deep international integration, culture has become an important soft diplomacy channel; contributing to strengthening cooperative relations and consolidating national and local images.
Realizing that role, Phu Tho province has issued a Cultural Diplomacy Strategy until 2030, aiming to make culture a spiritual foundation and endogenous strength to promote socio-economic development; at the same time, widely promote the image of the homeland of the Vietnamese people to international friends.
According to Mr. Quach Tat Liem, Vice Chairman of the Provincial People's Committee, to effectively implement the cultural diplomacy strategy until 2030, Phu Tho has proposed many key, comprehensive solutions that are both strategic and specific and practical.
The province focuses on propagating policies and guidelines on cultural diplomacy to all classes of people; diversifying promotional forms to bring the image of “Phu Tho - the land of the origin of the Vietnamese people” closer to domestic and international friends. Rituals, costumes, and diplomatic gifts will be standardized to express the identity and traditional beauty of the people of the Ancestral Land.
Along with propaganda, localities focus on perfecting synchronous mechanisms and policies on cultural diplomacy; strengthening international cooperation in the fields of culture, education, science and technology, which are considered important solutions to attract resources and create new development momentum.
At the same time, the province will promote training and fostering of staff working in foreign affairs, especially in foreign language skills, cultural skills and understanding of traditions, customs and international culture.
Localities take advantage of signed free trade agreements and cooperation agreements to boost investment attraction, trade promotion, and tourism development; contributing to realizing sustainable development goals.
The province closely combines cultural diplomacy and foreign communications, introducing the potential, strengths, cultural values, heritage, tourism, and cuisine of the locality through many forms of publications, reports, videos, exhibitions, and art programs at home and abroad.
Phu Tho aims to build a multi-platform digital communication strategy, shifting focus to global platforms such as YouTube, Facebook, and multilingual websites to expand public reach.
Besides, the province resolutely refutes distorted and incorrect arguments about history, culture and sovereignty; contributing to protecting the national image and reputation.
With a rich heritage treasure, Phu Tho continues to prioritize the conservation, restoration of relics, restoration of festivals, and promotion of tangible and intangible cultural heritage values. Heritages recognized by UNESCO such as Xoan singing and Hung King worship continue to be preserved and spread in contemporary life.
The province encourages research and development of unique cultural and tourism products, linking heritage conservation with economic development. The “Heritage and Tourism Chain of the Ancestral Land - Northwest” is oriented to be built as a unique cultural tourism brand, contributing to attracting tourists and investors.
Phu Tho cooperates with diplomatic agencies, overseas Vietnamese associations and delegations to organize "Return to the Roots" programs, cultural exchanges, and meetings with overseas Vietnamese on holidays and Tet; thereby strengthening relationships and arousing pride in the homeland. Phu Tho compatriots abroad are also encouraged to become "cultural ambassadors" to promote the image of the Fatherland to international friends.
With the results achieved and the strategy put forth, cultural diplomacy will continue to be a solid bridge to help Phu Tho reach further, worthy of its position as the ancestral land of the Vietnamese people./.
