On the afternoon of November 6, under the direction of Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on special mechanisms and policies to implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation.

Foreign affairs workers will receive 100% salary support.

In his summary report on the Government's Submission, Minister of Foreign Affairs Le Hoai Trung stated that the draft Resolution was developed to effectively implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation, improving the quality, efficiency, synchronization, comprehensiveness and breadth of international integration work, contributing to promoting national construction, development and protection.

The draft Resolution stipulates a focus on three major policy groups: Policies to strengthen and deepen relations with partners, especially neighboring countries, major countries, other important partners and traditional friends, continue to promote and raise the level of multilateral diplomacy, proactively contribute intelligence and resources to maintain peace, promote international cooperation and development. Policies to promote the central role, subject, driving force and main force of enterprises in international integration. Policies to promote training, improve the quality and appropriate quantity of staff working in foreign affairs and international integration at the central and local levels.

Accordingly, the draft Resolution stipulates that the Provincial People's Committee is allowed to establish representative offices abroad in a number of key areas to serve the international integration of local authorities (Article 15). At the same time, it stipulates a number of solutions to support enterprises in international economic integration and promote the role of enterprises that have not been stipulated in specialized legal documents; including the establishment of the International Integration Enterprise Development Fund and the Industry Export Promotion Fund.

Regarding support mechanisms and policies for people working in foreign affairs and international integration, according to the draft Resolution, people working in foreign affairs and international integration are supported 100% of their salary according to the coefficient (similar to the support level for people participating in law-making work according to Resolution No. 197/2025/QH15 on a number of special breakthrough mechanisms and policies in law-making and organization).

Experts, scientists, and people proficient in rare foreign languages ​​(Arabic, Persian, Bahasa, Lao, Khmer, Portuguese, etc.) serving foreign affairs work have a training and professional development regime and receive 300% of their salary according to the salary coefficient..., except for the regime for experts, managers, business administrators, and leading scientists who are Vietnamese when they are accepted into civil servants and public employees.

Reporting on the preliminary review of the draft Resolution of the National Assembly, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said that the Standing Committee of the Committee agreed with the necessity of issuing this Resolution.

The Standing Committee of the Committee proposed to clarify the "bottlenecks" in the process of implementing policies in the past time, as a basis for the issuance of specific mechanisms and policies; supplement arguments, bases, data, and specific illustrative evidence for groups of contents on difficulties and obstacles; and explain the change of the name of the Resolution from "special policy" to "specific policy".

Regarding participation in cooperation mechanisms, forums, and networks of large cities and urban areas of local governments (Article 16), the Standing Committee of the Committee proposed clarifying the legal basis; at the same time, researching and building appropriate management and supervision mechanisms; reviewing and providing more specific regulations on the fact that localities after mergers and reorganizations must inherit signed agreements with international partners, especially with agreements signed by the previous provincial and district levels.

Regarding the establishment of local representative offices abroad, some opinions said that the establishment of local representative offices abroad is not suitable for Vietnam's political system and not in line with the spirit of Resolution No. 18-NQ/TW; it is recommended to consider solutions to apply science and technology, establish "Virtual Offices", information channels, and effective connection networks.

Regarding the regime and policies for people working in foreign affairs and international integration regularly in the draft Resolution (Clause 1, Article 24), there are opinions that the support must be consistent with the policies applied to civil servants and public employees in other fields in the political system.

Does establishing a provincial representative office abroad increase contacts?

Discussing at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested that the Drafting Committee continue to review to fully and comprehensively regulate important mechanisms and policies of Resolution 59-NQ/TW of the Politburo.

The Vice Chairman of the National Assembly also noted that when implementing the 2-level local government model, a number of provinces, cities or provincial cities (equivalent to district level) signed cooperation agreements with localities abroad, participating in the smart city network... However, after implementing the arrangement of provincial-level administrative units and implementing the 2-level local government model, a number of provincial cities or old provinces after the merger no longer exist.

Faced with this reality, Vice Chairman of the National Assembly Nguyen Khac Dinh said that new provinces and cities need to inherit and continue to implement international cooperation agreements between localities, similar to the inheritance principle of international law.

Chairman of the Law and Justice Committee Hoang Thanh Tung suggested that the Drafting Committee consider keeping the provisions in Article 8 of the draft Resolution on applying the mechanism to handle difficulties and obstacles in implementing cooperation projects with foreign partners of a key and strategic nature, because it is similar to Resolution No. 206/2025/QH15 of the National Assembly on the special mechanism to handle difficulties and obstacles due to legal provisions, except that the implementation period is until December 31, 2030.

Similarly, consider keeping the provisions in Article 10 on rewards in international integration work, because applying the provisions of the current Law on Emulation and Rewards can reward domestic and foreign individuals and organizations that have contributed to international integration work.

Regarding the regulation allowing the provincial People's Committee to pilot the establishment of representative offices abroad on the basis of local laws and agreements with local authorities, Article 15, the Chairman of the Law and Justice Committee found it necessary to clarify whether the pilot establishment of representative offices abroad of the province will lead to the emergence of focal points? Clarify the legal status of representative offices abroad as well as the coordination mechanism with representative agencies of our state... to ensure the effective operation of these representative offices.

Besides concerns about the emergence of new sources and increased budget expenditures, Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai also noted that in the current era of strong technological development, it is possible to set up virtual offices, hold online meetings, and establish network information channels to effectively connect agencies, units, and organizations.

Chairman of the Committee Nguyen Thanh Hai also suggested that the Drafting Committee should compare with the tax law projects being submitted to the National Assembly at this 10th Session to have appropriate regulations on tax incentives for enterprises investing abroad, ensuring consistency with related laws, and that the resolution, once passed, will be put into practice immediately, without arising problems or difficulties during the implementation process.

Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the drafting agency coordinate with the reviewing agency to review and finalize the draft Resolution, ensuring the thorough implementation of the direction of the Politburo, the General Secretary and the Chairman of the National Assembly on innovation in thinking in law-making. Draft the Resolution to be concise, succinct, and clear in content, focusing on specific policies under the authority of the National Assembly.

The Vice Chairman of the National Assembly also noted that it is necessary to continue reviewing in order to immediately include urgent policies in the National Assembly's Resolution; major contents and issues can be studied and amended in relevant laws on international cooperation for implementation.
