Da Nang strengthens the work of preventing and combating corruption, waste and negativity in the new term.

Secretary of the Da Nang City Party Committee Le Ngoc Quang presented certificates of merit to collectives with outstanding achievements in the work of preventing and combating corruption, waste and negativity in the past term.

On the afternoon of November 7, the Da Nang City Party Committee held a conference to review the work of preventing and combating corruption, waste, and negativity for the 2020-2025 term. The conference was held in person and online.

Da Nang removes obstacles for thousands of projects and land

To implement the Resolution of the 13th National Party Congress, the Resolution of the 22nd National Party Congress of the Da Nang City Party Committee (old) and the Quang Nam Provincial Party Committee (old), the Party Committees, Standing Committees of the Party Committees and the Steering Committees for the Prevention and Control of Corruption, Wastefulness and Negativity (Steering Committees) of the two localities have promptly disseminated, studied and issued more than 4,419 documents to concretize and lead, direct and urge the implementation of the Central Government's policies on the prevention and control of corruption, wastefulness and negativity in accordance with the practical situation.

After its establishment, the Steering Committee promptly issued Working Regulations, assigned tasks to members, Work Program, Regulations on inspection and supervision work and established a Steering Committee Support Team.

Up to now, the Steering Committee has held 25 meetings, the Standing Committee of the Steering Committee has held 50 meetings, focusing on giving opinions and directions on implementing the conclusions of the General Secretary , Head of the Central Steering Committee at the meetings; listening to and giving opinions on the progress of handling cases and incidents; focusing on propaganda and dissemination of the work of preventing and combating corruption, waste and negativity.

The Standing Committees of the Party Committees and the Steering Committees of the two localities directed the completion of 39/54 cases and incidents assigned by the Central Committee to the Standing Committees and the Steering Committees to directly monitor and direct (reaching a rate of 72.2%).

During the term, the authorities handled more than 152 cases, 104 cases related to corruption and negativity; recovered more than 2,000 billion VND in corruption and economic cases for the state budget; including a number of typical cases such as: The case of "Abusing position and power while performing official duties" occurred at Da Nang Housing Development Investment Joint Stock Company, the case of "Asset embezzlement" occurred at Dien Ban Town Post Office, Quang Nam Province.

Through the implementation of inspection conclusions and audit recommendations, nearly 11,000 billion VND and more than 271,000 square meters of land have been recovered.

The city focuses on implementing Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo on solutions to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities; Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province. Up to now, Da Nang has handled 1,100 out of 1,313 slow-to-implement projects, reaching a rate of 83.7%, unlocking thousands of billions of VND in resources, contributing to socio-economic development and strengthening the trust of businesses and people.

In addition, directing the review of 3,595 houses and land facilities of agencies, organizations, units and enterprises under local management after the merger to handle and rearrange; focusing on removing obstacles for 1,313 slow-moving projects, to date 1,100 projects have been resolved, reaching a rate of 83.7%.

Being the first locality to build a database system to monitor the implementation of inspection conclusions, recommendations of the State Audit, and judgments in the city; helping to monitor, review, and urge the implementation of socio-economic inspection conclusions more conveniently and scientifically.

The work of recovering corrupt and economic assets has had many positive changes, from the lowest position in the country at the beginning of the term, to 2025, it was ranked 1/34 in terms of money and 10/34 in terms of work. More than 2,000 billion VND has been recovered in corruption and economic cases.

Proposal to establish an interconnected data center on preventing and combating corruption and waste

Comrade Le Ngoc Quang, member of the Party Central Committee, Secretary of the Da Nang City Party Committee, spoke at the conference.

Speaking at the conference, many opinions and recommendations were made to strengthen the work of preventing corruption, waste and negativity in the new term.

Colonel Nguyen Ha Lai, Deputy Director and Head of the Investigation Police Agency of Da Nang City Police, proposed the need to build a city-level data center on corruption and waste prevention and control, with the City Police as the focal point, connecting data between departments and branches such as finance, tax, land, customs, and banking, helping to detect and promptly handle violations.

At the same time, pilot the establishment of an independent asset valuation committee under the City People's Committee to ensure objectivity and transparency, shorten the time for appraisal and valuation, and overcome the situation of avoiding responsibility; research the establishment of an anti-corruption fund and encourage reporting of negative acts.

Member of the Standing Committee of the City Party Committee, Secretary of the Tam Ky Ward Party Committee Nguyen Thi Thu Lan, proposed to speed up the implementation of the plan to arrange and handle surplus houses and land. Synchronously implement solutions to soon transform surplus assets into development resources.

In particular, for surplus headquarters, priority will be given to converting their functions into educational and medical facilities or suitable commercial service types; for surplus Block Activity Houses, the orientation will be to form community activity spots such as: sports, entertainment, etc. to serve the residential community.

In his concluding remarks at the conference, Comrade Le Ngoc Quang, Member of the Party Central Committee, Secretary of the Da Nang City Party Committee, highly appreciated the outstanding results achieved in the past term. At the same time, he affirmed that in the new situation of implementing the 2-level local government model after merger and consolidation, the leadership and direction of preventing and combating corruption, waste and negativity at the commune and ward levels still face many difficulties.

Many newly merged communes and wards have large areas and large workloads. Some grassroots cadres have not been properly trained in internal affairs, legal affairs, and litigation, leading to confusion when handling situations related to complaints, denunciations, and resolving complicated cases.

In order for the work of preventing and combating corruption, waste and negativity to continue to go into depth, effectively and comprehensively, comrade Le Ngoc Quang requested the Steering Committee to focus on propaganda work, educating public ethics, building a culture of integrity and thrift among cadres and party members, associated with studying and following Ho Chi Minh's ideology, morality and style; and the Central and City Party Committee's Directives on preventing and combating corruption.

Continue to persistently and resolutely implement the viewpoint of "non-stop, without rest, no forbidden zones, no exceptions", harmoniously combining "building" and "fighting"; prevention is fundamental and long-term; detection and strict handling are breakthroughs.

Focus on advising and recommending the Central Government to perfect mechanisms, policies and laws on preventing corruption, waste and negativity; tighten discipline and administrative discipline, strengthen inspection, examination, auditing, investigation, prosecution, trial and execution of judgments, promptly detect and strictly handle acts of corruption, waste and negativity.

Promote administrative reform, digital transformation and transparency in public service activities; strengthen social supervision, promote the role of the Fatherland Front, the press and the people in detecting and fighting corruption, waste and negativity; improve rankings of administrative reform indexes, provincial competitiveness, and corruption prevention and control.

"Tighten discipline, improve the responsibility of leaders, strictly handle groups and individuals that commit violations and delay in performing tasks; consider the results of preventing and combating corruption, waste and negativity as important criteria to evaluate and classify cadres and civil servants, especially leaders and managers," Comrade Le Ngoc Quang emphasized.
