The Prime Minister chaired the regular online Government meeting with 34 localities.

In October, many important events of the country took place, especially the 13th Central Conference, the 14th Central Conference of the 13th tenure, the 10th session of the 15th National Assembly.

On the morning of November 8, Prime Minister Pham Minh Chinh chaired the regular online Government meeting in October 2025 with 34 provinces and cities to assess the socio -economic development situation in October and the first 10 months of 2025; the allocation and disbursement of public investment capital; the implementation of national target programs; and many other important issues.

Attending the meeting were members of the Politburo , members of the Party Central Committee; Deputy Secretary of the Government Party Committee; Deputy Prime Minister; members of the Government; leaders of ministries, ministerial-level agencies, and agencies under the Government; representatives of committees and agencies of the Party Central Committee and the National Assembly; leaders of provinces and cities; and leaders of a number of economic groups.

Speaking at the opening session held after the successful 14th Conference of the 13th Party Central Committee, Prime Minister Pham Minh Chinh emphasized that last October the world situation continued to change in a complex and unpredictable manner, with many major challenges.

Among them, the US's reciprocal tax policy has shifted towards reducing tax rates and increasing agreements with other countries, but still contains many uncertainties; Central banks of other countries continue to reduce operating interest rates, supporting growth, but global financial sustainability contains many risks; strategic competition has become complicated, leading to the increase of protectionism and changes in global economic rules; natural disasters, storms and floods have become complicated and unpredictable, causing serious consequences.

In October, many important events of the country took place, especially the 13th Central Conference, the 14th Central Conference of the 13th tenure, the 10th session of the 15th National Assembly.

The entire political system competes to successfully complete the socio-economic goals for 2025 and the entire 2021-2025 term; implement the Politburo's strategic resolutions; operate two-level local governments; prevent and overcome the consequences of natural disasters, especially record rains in some localities, especially in Hue.

In a difficult context, thanks to the efforts of the entire political system and the entire people under the leadership of the Party, the Politburo, the Secretariat, headed by General Secretary To Lam, the socio-economic situation continues to trend positively, with each month better than the previous month, and 10 months better than the same period in 2024 in most areas.

The macro economy is stable, inflation is controlled, growth is promoted, major balances are ensured. Cultural and social fields are focused on. Social security is guaranteed, people's lives are improved, especially in the face of historic floods but no one has to suffer from hunger or cold. Politics and society are stable. National defense and security are consolidated and enhanced; foreign affairs and international integration are promoted.

According to the Prime Minister, although achieving basic results, the economy still has limitations, shortcomings and many difficulties and challenges: inflationary pressure, exchange rates and interest rates are increasing; gold prices and real estate prices have not cooled down; domestic consumption, exports and public investment disbursement tend to slow down; the two-level local government model still has some difficulties and problems; natural disasters, storms, floods, prolonged heavy rains have seriously affected production, business and people's lives...

The Prime Minister requested that at the meeting, delegates focus on discussing and giving specific opinions on: whether the direction and administration of the Government, ministries, branches and localities have been proactive, timely, flexible and effective; what needs to be noted and overcome; what are the outstanding results of the socio-economic situation in October and the first 10 months; what are the impressions, concerns, worries, difficulties and obstacles; what are the objective and subjective causes and what lessons can be learned?

Along with that, the Prime Minister requested an analysis of the context of the situation in the coming time; propose key tasks and solutions in the coming time in each specific field.

In particular, breakthrough solutions to promote growth, effectively implement the Politburo's Resolutions, smoothly operate the two-level local government; what is noteworthy in the fields of culture, society, national defense, security, and foreign affairs; social security work needs to focus on social housing issues, building schools in border areas, preventing, combating, and effectively overcoming the consequences of natural disasters; what are the remaining problems in the key projects and tasks submitted to the Central and the National Assembly; what are the remaining problems in the institutions and laws that need to be resolved.
