Speaking at the conclusion of the third meeting of the Central Steering Committee on housing policy and real estate market on the morning of November 11, Prime Minister Pham Minh Chinh emphasized three important goals in developing social housing.
Do not let people go around in circles and spend more money buying social housing.
One is to remove difficulties in procedures and processes, contributing to the development of social housing and a public, transparent, and sustainable real estate market in both the short and long term.
Second, to help people enjoy and access social housing in the fastest, easiest, cheapest, and most convenient way, without wasting time, effort, going around in circles, incurring additional costs, and especially without being scammed.

Third is to promote the development of social housing, develop a safe, healthy and sustainable real estate market, contribute to stabilizing the macro economy , controlling inflation, promoting growth, and ensuring major balances of the economy. This is also a driving force for rapid and sustainable development.
According to the Prime Minister, social housing development is not only about developing high-rise buildings in urban areas, but can also be low-rise housing. "In any place, as long as people in the target group are eligible to buy or rent social housing and have the need, they will have equal and most favorable access to social housing," the Government leader emphasized.
Directing common tasks and solutions for the coming time, the Prime Minister requested all ministries, branches, localities, enterprises, investors, and related entities to proactively and actively carry out well the work of developing social housing.

According to the head of the Government, whoever does well will be assigned work. To determine the beneficiaries, the Prime Minister noted that agencies and units confirm with personnel under their management, commune and ward police confirm with freelance workers, reduce pre-inspection and increase post-inspection, ensuring the most convenience possible.
“Review and unify the declaration form for beneficiaries to make it simple, easy to do, easy to submit; procedures can be carried out both in person and online, online is encouraged,” the Prime Minister directed.
Strictly handle the abuse of policies for personal gain
The Prime Minister also encouraged and called on businesses with clean land funds to coordinate with localities to invest in building social housing. “In the long term, agencies will develop housing projects that are affordable for people, diversifying capital sources for social housing and housing in general, with forms of purchase, rental, and hire-purchase,” the Prime Minister requested.
He assigned the Ministry of Construction to continue researching, reviewing, and perfecting legal documents to remove difficulties and obstacles arising in practice, including researching and developing a unified process and procedures for investment in social housing construction nationwide to shorten the preparation time for investment in social housing construction to no more than 6 months.

The Ministry of Construction is taking the lead in working with reputable enterprises, groups and corporations in the real estate sector to propose using clean land funds invested by enterprises, groups and corporations for social housing projects across the country, as requested by the Prime Minister.
The Ministry of Construction was also assigned to urgently coordinate to complete the dossier to establish a "Real Estate and Land Use Rights Transaction Center" managed by the State, in order to increase publicity and transparency.
In addition, according to the Prime Minister, it is necessary to shorten the conditions and procedures for lending the 145,000 billion VND credit package by removing the condition that the investor must be in the list of projects announced by the provincial People's Committee.
In particular, the Prime Minister directed the organization of thematic inspections and recommended that competent authorities strictly handle violations or cases of taking advantage of open policies for personal gain.
The Prime Minister further noted the need for solutions to strictly control and manage credit sources for real estate in cases showing signs of "speculation", "price inflation", and "price pushing".
The Ministry of Public Security is assigned to direct the investigation and handling of cases of illegal brokerage, fraudulent appropriation of property, and manipulation of social housing purchase records.

For localities, the Prime Minister requested to immediately cut down and reform cumbersome administrative procedures; shorten the time for project appraisal and approval, land allocation, and construction permit issuance; and prioritize green channels for administrative procedures for social housing investment projects.
Following the Prime Minister's direction, agencies need to ensure timely correction, strengthen discipline and transparency in the approval process, purchase - sale, lease, and hire-purchase of social housing; ensure inspection, examination, prevention and control of negativity, taking advantage of policies for personal gain, and distorting the humane goals of policies.
The Prime Minister also emphasized the spirit of ensuring fairness, targeting the right subjects, and achieving the right goals of the policy, with the selling price calculated correctly, fully, and promptly. He reminded the authorities to strictly handle illegal brokerage, receiving money for "fixing positions" and "baiting"; ensuring that businesses with clean land funds are given the most favorable conditions to contribute and cooperate with the State in developing social housing.
Investors of social housing projects are also not allowed to make mistakes or commit negative acts. These units are also required to apply digital technology solutions to facilitate people, reduce crowds, and prevent the overload of documents that cannot be resolved, causing public outrage.
