The Prime Minister requested immediate and strict handling of negative behaviors and profiteering from social housing.

(DN) - On the morning of November 11, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market (Steering Committee) chaired the 3rd meeting of the Steering Committee. The meeting was connected online to localities. Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the Dong Nai bridge point.

At the meeting, the Prime Minister said: Housing development is an important pillar of social security policy, contributing to promoting sustainable economic growth. The Party and State's viewpoint is not to sacrifice progress, fairness, and social security to pursue mere growth.

Implementing the Project of 1 million workers' housing and social housing (NƠXH) in the period of 2021-2030, up to now, the whole country has 696 housing projects under implementation with more than 637 thousand units, of which more than 128 thousand units have been completed. However, the progress of many projects is still slow, housing prices are high compared to people's income; the allocation of 20% of land fund for NƠXH in commercial housing projects has not been strictly implemented.

Notably, the Prime Minister pointed out that there are still negative phenomena and profiteering in the approval, sale, and lease of social housing, causing public outrage. The Prime Minister requested ministries, branches, and localities to strictly control, publicly and transparently, and assigned the Ministry of Public Security to immediately and strictly handle violations, not allowing this humane policy to be distorted.

The Prime Minister also requested the Ministry of Construction to review and re-evaluate the progress of projects, clarify the causes of delays, and study the shortening of the investment process for social housing construction. The State Bank reported the results of disbursement of the 145 trillion VND credit package for this sector.

The Prime Minister emphasized the spirit of "6 clear": clear people, clear work, clear responsibility, clear progress, clear authority, clear results; requiring truthful speech, truthful action, and real efficiency so that people can truly enjoy; developing a healthy and sustainable real estate market, contributing to ensuring social security and national development.

At the meeting, many real estate businesses and localities contributed ideas on breakthrough development of social housing. The focus was on ensuring land funds, simplifying procedures and shortening the time to complete procedures, controlling housing prices and creating favorable conditions for buyers, and solutions to prevent policy profiteering...

In Dong Nai, according to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc, implementing the Government's project of 1 million social housing units, the province has so far approved the investment policy of 40 projects, with a scale of about 37,000 apartments. Of which, 13 projects are under construction with more than 4,500 units, and it is expected that by the end of 2025, more than 4,200 units will be completed, achieving the target assigned by the Government this year.

According to the plan, from now until the first quarter of 2026, the province plans to start 18 more projects with about 15,000 apartments. At the same time, it will continue to approve and assign investors for about 28,000 new apartments and prepare to start construction, strive to complete and exceed the target of 65,000 apartments by 2030, contributing to the Government's target of 1 million social housing units.

According to the provincial People's Committee leader, Dong Nai has currently allocated more than 1,100 hectares of land for social housing development. The provincial People's Committee directed the Department of Construction to review and adjust the location, scale, and synchronous infrastructure, focusing on urban areas and industrial parks where there is high demand; at the same time, advise on adjusting the Provincial Housing Development Program for the period 2021-2030 to ensure feasibility and compliance with regulations.

Regarding enhancing transparency and preventing negativity in the approval, purchase, sale and lease of social housing, Dong Nai province agrees with the draft Directive of the Prime Minister. The province also issued Decision No. 08/2025/QD-UBND dated July 1, 2025, clearly stipulating the subjects, standards and conditions for purchasing, leasing and hire-purchasing social housing; and will continue to update and supplement according to the new policy of the Central Government.

In the coming time, the province will continue to publicize and make transparent the approval process; strengthen inspection and supervision of progress, quality, selling price and use of social housing. The province will resolutely handle acts of profiteering and misuse of social housing.

The province also proposed that the Central Government supplement regulations on handling cases where multiple investors propose projects; shorten planning procedures, allowing the population to increase 1.5-2 times compared to the approved target; and propose a preferential loan interest mechanism for businesses to speed up project completion in 2026.
