Khanh Hoa Provincial People's Committee has just issued an official dispatch requesting the Department of Agriculture and Environment (DARD) and the People's Committees at the commune level to advise on the implementation of two-level local government in the field of agriculture and environment.

Accordingly, the province assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Home Affairs and the People's Committees at the commune level to proactively advise and implement related contents as requested in Official Dispatch No. 8561 dated October 31, 2025 of the Ministry of Agriculture and Environment on the implementation of two-level local government in the field of agriculture and environment to ensure timeliness, efficiency and compliance with regulations. The People's Committees at the commune level urgently review, arrange sufficient staff and organize mobilization and recruitment for the number of missing civil servants and public employees to supplement human resources to perform agriculture and environment tasks in accordance with the practical tasks of each locality, ensuring the right person, right job, right expertise and profession.

According to Official Dispatch No. 8561, the Ministry of Agriculture and Environment requests the People's Committees of provinces and centrally-run cities to pay attention to directing the urgent completion of the establishment of public service units providing basic, essential, multi-sectoral, multi-field public service services at the commune level to receive and organize the implementation of agricultural extension tasks; direct the review and assessment of the feasibility of tasks and authorities that have been decentralized, delegated, and assigned to local authorities in the field of agriculture and environment; clearly identify difficulties and inadequacies (if any) and propose amendments, supplements, replacements, and abolitions to ensure feasibility, suitability, and convenience in implementation. Along with that, urgently review, arrange sufficient staff and organize mobilization, recruitment, and signing of labor contracts for the number of civil servants and public employees lacking to supplement human resources to perform agricultural and environmental tasks in accordance with the practical tasks of each locality, ensuring the right people, the right jobs, and the right expertise and profession; Strengthen professional training for civil servants and public employees performing agricultural and environmental tasks to meet the requirements of operating two-level local governments.
