Implementing the direction of the Provincial People's Committee, on November 7, the Provincial Construction Investment Project Management Board coordinated with the Department of Construction and relevant localities to review, survey, and specifically assess the current conditions and planning at the construction sites of resettlement areas serving the North-South High-Speed Railway Project through the province. Thereby, it proposed to adjust the construction locations of a series of resettlement areas to create the best conditions for displaced people.

Comrade Le Huyen inspected the construction site of the resettlement area in Nhuan Duc village (Phuoc Huu commune).

Specifically, in Thuan Bac commune, it is necessary to arrange a resettlement area to serve about 60 households. Initially, the Provincial Construction Investment Project Management Board selected the Ba Thap village resettlement area with an area of 4.07 hectares. This location is suitable for land use planning and has a detailed construction plan. However, the implementation of land clearance to create a clean land fund is very difficult because this area has many households living. When reclaiming land, it will affect the lives of households and affect the progress of implementation. Through review, the Management Board found a land area of about 3 hectares adjacent to National Highway 1, adjacent to the old Bac Phong commune People's Committee headquarters. Although this location does not have a detailed construction plan, creating a clean land fund for resettlement construction will be convenient because this is a rice-growing area. The construction location is close to the existing residential area and National Highway 1, close to the land reclaimation location, so it is very convenient, ensuring the livelihood of the people.

Comrade Le Huyen - Vice Chairman of the Provincial People's Committee: The North-South High-Speed Railway Project is an important national project, whose investment policy has been approved by the National Assembly . The Government has issued a project implementation plan in Resolution No. 106, dated April 23, 2025, in which it assigns the localities where the project passes to be responsible for implementing the compensation, support, and resettlement work of the project. The investment completion time for resettlement areas is no later than December 2026. At the end of October 2025, I personally inspected the proposed locations, of which some locations meet the requirements well; some locations need to be re-studied and carefully calculated to create favorable conditions for implementation. Up to now, the new proposed locations have met the requirements well, both creating convenience for people to live and ensuring progress in the process of site clearance and construction investment organization.

In Xuan Hai commune, to have a site for the high-speed railway project, it is necessary to arrange resettlement areas for nearly 100 households. The Provincial Construction Investment Project Management Board has coordinated with the locality to select a location to build a resettlement area along both sides of 3/2 Street, with an area of 13.59 hectares. This location has a detailed plan, but this is an area where many households are living, so it is very difficult to carry out site clearance. In addition, this location is located on both sides of the boundary of the high-speed railway project, so if the scope of the project is adjusted in the future, it will affect the scope of the resettlement area construction. Therefore, the Management Board has reviewed and proposed another area with an area of about 4.9 hectares adjacent to National Highway 1, adjacent to the existing residential area. This is a rice-growing area, so it is convenient for site clearance, traffic connection, and ensuring people's lives.

Construction location of resettlement area along both sides of Provincial Road 708 (Ninh Phuoc commune).

The resettlement areas on both sides of Provincial Road 708 and the resettlement areas along both sides of National Highway 1 (Ninh Phuoc Commune), and the resettlement area in Nhuan Duc village (Phuoc Huu Commune) are in a similar situation. The Provincial Construction Investment Project Management Board has reviewed and proposed replacements at convenient locations in the land acquisition and clearance, meeting the requirements for connecting technical infrastructure and social infrastructure, ensuring the lives of people affected by the high-speed railway project.

Urgently complete investment procedures

According to Mr. Cao Van Phong - Deputy Director of the Provincial Construction Investment Project Management Board, the 5 locations for the resettlement areas that the unit previously proposed, although in accordance with the planning, are all located in densely populated areas, making it very difficult to carry out site clearance work, which will certainly slow down the construction process, affecting the overall progress of the high-speed railway project as required by the Central Government. Therefore, the unit has coordinated with the Department of Construction and localities to review and specifically evaluate the conditions of the current status, planning, investment efficiency, implementation capacity, etc. to re-determine the location and investment scale of these resettlement areas. The newly selected locations are all convenient for people to move to new places of residence, in accordance with the local land use planning, without difficulties in site clearance, contributing to meeting the progress of completing the construction of resettlement areas as required.

The construction site of the resettlement area along both sides of 3/2 Street (Xuan Hai Commune) is near National Highway 1.

During the inspection, comrade Le Huyen agreed with the new locations of the 5 resettlement areas proposed by the Provincial Investment and Construction Project Management Board. At the same time, he requested the investor to coordinate with departments, branches and localities to promptly complete the procedures for public consultation with the community, make a detailed plan at a scale of 1/500, and establish a project to soon start construction. For the resettlement area in Ba Thap village (Thuan Bac commune), he requested the investor to put the park in the central area so that people can enjoy it equally. For the resettlement area along both sides of National Highway 1 (Ninh Phuoc commune), there should be solutions to ensure safety at the location adjacent to the gas station under construction. The Provincial Investment and Construction Project Management Board needs to carefully study the connection of traffic routes in the resettlement area with surrounding traffic infrastructure so that people can travel most conveniently.
