General Secretary To Lam: Grassroots security is an important part of national security

The General Secretary noted that it is necessary to regularly review, fully equip support tools, and create favorable conditions in terms of facilities for forces participating in protecting security and order at the grassroots level to perform their tasks well and ensure safety.

On the afternoon of November 11, at the Party Central Committee Headquarters, General Secretary To Lam met with 70 outstanding collectives and individuals participating in protecting security and order at the grassroots level nationwide.

Implementing Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation," on July 1, 2024, the Ministry of Public Security held a launching ceremony of the Force participating in protecting security and order at the grassroots level nationwide - a force established on the basis of perfecting and unifying the organization of three forces including: Part-time Commune Police, Civil Defense and Captains and Deputy Captains of Civil Defense Teams according to the provisions of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level in 2023.

After more than a year of operation, the force participating in protecting security and order at the grassroots level has promoted its core role, contributing to building a solid security posture right from the grassroots level, affirming itself as a reliable support for the government and people in the cause of ensuring security and order.

At the meeting, outstanding individuals reported on their achievements and results, and proposed a number of contents on regular monthly support, vehicle and gasoline support when performing tasks, and other policies and regimes.

Speaking at the meeting, General Secretary To Lam expressed his pleasure at meeting representatives of outstanding collectives and individuals of the forces participating in protecting security and order at the grassroots level nationwide; wishing the forces participating in protecting security and order at the grassroots level to continue to excellently fulfill their tasks, serving the people in the alleys, villages, and residential areas that the Party, State, Ministry of Public Security and the people have entrusted.

The General Secretary expressed that the forces participating in protecting security and order at the grassroots level have promoted their role and responsibility, regularly closely monitored the area; provided valuable information; proactively supported and coordinated with the Commune Police to propagate and mobilize people to voluntarily comply with the Party's guidelines and policies, the State's policies and laws, and promptly prevented incidents and violations of the law, contributing to keeping peace for the people.

In particular, in natural disasters, floods, and fires, the image of the force participating in protecting security and order at the grassroots level, regardless of danger, putting aside personal and family difficulties, and working with local authorities and the Commune Police to support people in overcoming the consequences of natural disasters, is highly appreciated by the people.

The General Secretary emphasized that grassroots security is an important part of national security. Deeply aware of the special importance of this work, the Party and State have decided to establish a force to participate in protecting security and order at the grassroots level, with the advantage of being local people, having a long working history, being attached to the area, being close to the people, having a firm grasp of the characteristics of the population situation, understanding customs and practices; with the task of supporting the Commune-level Police in implementing all aspects of security and order protection work.

In the past year, grassroots security was maintained, the movement of the entire people to protect national security increasingly went into depth and substance; in the overall achievements of the People's Public Security force, there was an extremely important contribution from the force participating in protecting security and order at the grassroots level.

On behalf of the Party and State leaders, the General Secretary acknowledged, highly appreciated and warmly commended the achievements and results that the forces participating in protecting security and order at the grassroots level, typically the 70 groups and individuals attending today's meeting, have achieved in the past time.

Praising the Ministry of Public Security for promptly summarizing, discovering, honoring, rewarding, and encouraging collectives and individuals participating in protecting security and order at the grassroots level with outstanding achievements in performing their tasks, the General Secretary affirmed that the Party, State, and the Ministry of Public Security will continue to pay attention and care so that the forces participating in protecting security and order at the grassroots level can fulfill their functions and tasks well.

The General Secretary noted that the security and order situation is increasingly complicated, the Ministry of Public Security needs to coordinate with local Party committees and authorities, regularly review, fully equip support tools, create favorable conditions in terms of facilities for forces participating in protecting security and order at the grassroots level to perform their tasks well, ensuring safety; on the basis of local economic conditions, gradually pay attention to and support policies for forces participating in the task of ensuring security and order at the grassroots level.

Continuing to promote achievements and results, the General Secretary hopes that the forces participating in protecting security and order at the grassroots level will continue to unite and agree with local Party committees and authorities to focus on building a strong and widespread force participating in protecting security and order at the grassroots level, meeting requirements and completing tasks well.

The forces participating in protecting security and order at the grassroots level continue to mobilize people to enthusiastically implement the Party's policies, participate in preventing, detecting, and fighting crimes, social evils, and other violations of the law; build and replicate advanced models and examples in the movement of the entire people to protect national security; continue to coordinate with the police force to help people, especially in times of danger, hardship, natural disasters, storms and floods, and rescue situations.

With the initial achievements and results, and the attention of the Party, State, Government, Ministry of Public Security, local Party committees and authorities, the General Secretary believes that the forces participating in protecting security and order at the grassroots level will successfully complete the assigned tasks, together with the Commune-level Police, to excellently complete the task of maintaining security at the grassroots level, protecting and serving the people./.
