General Secretary: Grassroots security is an important part of national security

On the afternoon of November 11, at the Party Central Committee Headquarters, General Secretary To Lam met with 70 outstanding collectives and individuals participating in protecting security and order at the grassroots level nationwide.

On July 1, 2024, the Ministry of Public Security launched a force participating in protecting security and order at the grassroots level across the country - a force established on the basis of perfecting and unifying the organization of three forces including: Part-time Commune Police, Civil Defense and Civil Defense Team Leaders and Deputy Team Leaders according to the provisions of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level in 2023.

After more than a year of operation, the force participating in protecting security and order at the grassroots level (referred to as the force) has promoted its core role, contributing to building a solid security posture right from the grassroots level.

At the meeting, outstanding individuals reported on their achievements and results, and proposed a number of contents on vehicle and fuel support when performing tasks and other policies and regimes.

Speaking at the meeting, General Secretary To Lam expressed that the force has promoted its role and responsibility, regularly maintained close contact with the locality; provided valuable information; proactively supported and coordinated with the communal police to promptly prevent incidents and violations of the law, contributing to keeping peace for the people.

Especially in natural disasters, floods, and fires, the image of the force regardless of danger, putting aside personal and family difficulties, working with local authorities and commune police to support people in overcoming the consequences of natural disasters, is highly appreciated by the people.

The General Secretary emphasized that grassroots security is an important part of national security. Deeply aware of the special importance of this work, the Party and State have decided to establish a force to participate in protecting security and order at the grassroots level, with comrades having the advantage of being local people, having a long working history, being attached to the area, being close to the people, having a firm grasp of the characteristics of the population situation, understanding customs and practices; with the task of supporting the commune-level police in implementing all aspects of security and order protection work.

In the past year, grassroots security was maintained, the movement of the entire people to protect national security increasingly went into depth and substance; in the overall achievements of the People's Public Security force, there was an extremely important contribution from the force participating in protecting security and order at the grassroots level.

On behalf of the Party and State leaders, the General Secretary acknowledged, highly appreciated and warmly commended the achievements and results of the force, typically the 70 collectives and individuals attending today's meeting, that have been achieved in the past time.

The General Secretary noted that the security and order situation is increasingly complicated, the Ministry of Public Security needs to coordinate with local Party committees and authorities to regularly review, fully equip support tools, create favorable conditions in terms of facilities for the force to perform its tasks well, ensure safety; on the basis of local economic conditions, gradually pay attention to and support policies for this force.
