Unlocking resources for housing fund development
At the meeting, the Steering Committee Office said that in the first 10 months of the year, along with advising the National Assembly , the Government issued a number of policy mechanisms to amend housing policies. The Government issued a number of special mechanisms, especially to handle difficulties and problems in social housing. In addition, to supplement the supply of real estate projects, ministries, branches and localities also supplemented planning and granted investment licenses for a number of projects.

Up to now, the whole country has 696 social housing projects being implemented with a scale of 637,048 units, of which 191 projects with 128,648 units have been completed; 195 projects have started construction and are being implemented with a scale of 123,057 units; 310 projects have been approved for investment policy with a scale of 385,343 units.
Thus, compared to the target of the Prime Minister 's Project to invest in building over 1 million social housing units, by 2025, the whole country has completed, started construction and approved investment policies at over 60%.

In general, ministries, branches and localities have actively implemented housing projects. 17 localities (including Nghe An) have achieved and will exceed the assigned housing targets by 2025; 13 localities are unable to complete the targets; 3 localities have not assigned targets.
Ministries including: National Defense, Public Security, General Confederation of Labor also started construction of 19 housing projects with 12,801 social houses for officers, soldiers and workers.

In Nghe An, implementing the housing development program until 2030, the province has approved 192 housing and urban area projects with a total land area of about 3,230 hectares. The projects that have been and are being built will provide over 72,580 houses to serve the needs of people in the province. The average housing area is 25.9 m² of floor space per person, the rate of solid housing is 80%.
To date, the province has completed 2,488 social housing apartments and worker housing in 3 social housing projects and works. In 2025, Nghe An province will strive to complete the construction and put into use about 2,548 social housing apartments.
Find solutions to increase supply
At the conference, the Ministry of Construction said it has been advising the Government and the Prime Minister on a number of normative documents and dispatches urging the removal of difficulties and obstacles arising from the practical implementation of housing development policies.
Next, based on the progress report on the implementation of real estate and social housing projects in localities, representatives of the Real Estate Association and investment enterprises also proposed solutions such as the mechanism for accessing credit loans to develop social housing funds; the mechanism for issuing bonds to invest in real estate; support policies need to be more realistic; expanding the subjects eligible to buy and lease-purchase social housing...


Concluding the working session, Prime Minister Pham Minh Chinh acknowledged the enthusiastic and responsible participation and comments of the Ministries, branches and the Real Estate Business Association; assigned the Ministry of Construction to absorb the opinions expressed at the conference to submit to the Prime Minister to issue a notice of conclusion and direction according to the motto of clear people, clear work, clear resources.
The Prime Minister emphasized that the spirit of the meeting was to remove difficulties for the development of housing funds and the real estate market, so it is necessary to publicly and transparently disclose information, conditions and subjects for approval to purchase; it is necessary to mobilize all resources to construct social housing projects as quickly and cheaply as possible; people can access them most conveniently and without additional costs.
Developing social housing is a common task of the State, businesses, communities and people, so we must join hands. Ministries, branches and localities must actively participate to remove difficulties and promote the progress of housing projects; build forms and organize the confirmation of criteria and conditions for buying and renting houses for people conveniently and quickly; cut down cumbersome administrative procedures, create "green channels" to increase housing supply. Localities proactively build land funds to build social housing according to the motto that land funds for housing construction must be in the most convenient places./.
