Strictly implement the direction of the Government and the National Steering Committee on combating IUU fishing.

On the afternoon of November 11, the National Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (IUU) held its 21st meeting chaired by Prime Minister Pham Minh Chinh. Also attending were Deputy Prime Minister Tran Hong Ha, Head of the Steering Committee; leaders of ministries, sectors and online meetings with coastal localities.

According to the report of the Ministry of Agriculture and Environment , as of November 8, 2025, 8/22 localities (including Hai Phong, Ninh Binh, Hue, Da Nang, Quang Ngai, Dak Lak, Can Tho, Vinh Long) have completed handling of outstanding administrative violations related to VMS disconnection and crossing exploitation boundaries.

Currently, the whole country has 79,734 fishing vessels, of which 79,646 have been registered and updated on the system (accounting for 99.9%); 88 fishing vessels are not eligible for registration (accounting for 0.1%).

There are still 1,810 vessels that are not qualified for fishing activities (accounting for 2.27%). These fishing vessels have been listed by the local authorities and assigned to local authorities and functional forces to manage and monitor their anchorage locations, ensuring that only when qualified can they participate in fishing activities.

Regarding monitoring and controlling fishing vessel activities, during the week, the eCDT system inspected and controlled 3,407 fishing vessels leaving the port and 2,974 vessels arriving at the port according to regulations and monitored the output of aquatic products exploited through the port at 11,107 tons.

Regarding traceability, during the week, 351 seafood receipts through ports, 32 SCs (certificates of seafood raw materials) and 3 CCs (certificates of exploited seafood) were issued on eCDT at 51 designated fishing ports eligible to certify exploited seafood raw materials.

In Dak Lak province alone, fishing vessel management has achieved many positive results. As of November 11, the total number of vessels was 2,553 (down 8 vessels compared to last week); 100% of fishing vessels 15 m or longer (689 vessels) had installed VMS equipment; the number of unlicensed fishing vessels had decreased sharply, to only 20 vessels. At the same time, the province has closed the records of 100% of cases of VMS disconnection for more than 6 hours; 2,552/2,553 vessels have been identified.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that although the fight against IUU fishing has had many positive changes, it has not yet met the set requirements. Therefore, ministries, branches and localities must uphold their sense of responsibility, "declare war" on IUU violations; strictly implement the direction of the Government and the National Steering Committee on ending IUU fishing. Completing the task of removing the IUU "yellow card" is not only a responsibility but also the honor and prestige of Vietnam internationally.

At the same time, prepare and unify the contents of documents and reports for the inspection team of the European Commission - EC. In particular, clarify the contents of the draft report outline that the EC is interested in; continue to strictly control fishing vessel activities at sea, manage journey data and trace the origin of aquatic products at ports, not to repeat old violations, especially fishing vessels losing connection or operating outside the permitted area. Continue to strengthen information and communication work on IUU implementation guidelines to raise awareness and responsibility for fishermen and the business community.
