3. Subjects, standards and conditions for registration:

3.1. Subjects:

a) People who meet the following conditions, regardless of ethnicity, gender, social status, belief, or religion, can register to apply for civil servant positions at the Center for Natural Resources and Environmental Monitoring:

- Have Vietnamese nationality and reside in Vietnam;

- 18 years of age or older;

- Have an application form (according to the attached form);

- Have clear background;

- Have a diploma, training certificate, or practice certificate appropriate to the job position (regardless of type or form of training);

- Healthy enough to perform the duties.

b) The following persons are not allowed to register for the exam:

- Loss or limitation of civil capacity;

- Being prosecuted for criminal liability or serving a criminal sentence or decision of the Court;

- Being subject to administrative measures of being sent to a medical facility, educational facility, or reformatory school.

3.2. Standards and conditions for registration:

Specific regulations for each position are in the attached Appendix.

3.3. Application documents include:

- Application form (included in the application bag, with full name, address, and contact phone number);

- Documents and papers proving priority status (if any).

- Note: In case a candidate commits fraud in declaring the Application Form or uses an incorrect diploma, certificate or certification to participate in the recruitment, the Center for Natural Resources and Environment Monitoring will publicly announce on the Electronic Information Portal of the Department of Natural Resources and Environment and will not accept the Application Form in the next recruitment period.

3.4. Admission fee:

The collection, management and use of application fees shall comply with the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance .

5. Form and content of recruitment; time and place of recruitment:

a) Recruitment form: Examination.

b) Recruitment content:

Recruitment of civil servants to work at the Center for Natural Resources and Environment Monitoring under the Department of Agriculture and Environment is conducted in 2 rounds as follows:

- Round 1:

+ Check the conditions and standards of candidates according to the Application Form;

+ Within 05 working days after the end of the test, the Center will notify eligible candidates to attend round 2;

+ Within 15 days from the date of the notice of summons, organize the second round of examination.

- Round 2:

+ Interview to test capacity, professional qualifications and expertise;

+ Content includes: General knowledge and specialized knowledge;

+ 100 point scale;

+ Interview time: 30 minutes (candidates are allowed to prepare up to 15 minutes before the exam);

+ No review of interview results.

c) Time:

+ December 11, 2025 (round 1);

+ December 15, 2025 (round 2).

6. Determining the successful candidates in the civil service recruitment exam:

a) Candidates passing the civil servant recruitment exam must meet the following conditions:

- Interview score of 50 points or higher;

- Have a total score (round 2 + priority points) higher than the quota of each job position.

b) In case of equal scores: The person with the higher interview score is determined to be admitted; if still equal, the Center Director will review and decide.

c) Priority points:

- Armed Forces Hero, Labor Hero, war invalids, people enjoying policies like war invalids, war invalids type B: +7.5 points;

- Ethnic minorities, officers, professional soldiers, children of martyrs, children of war invalids, children of Armed Forces Heroes...: +5 points;

- People who have completed military or police service: +2.5 points.

- If you belong to multiple priority categories, only the highest level will be added.

d) Unsuccessful candidates will not have their results saved for the following exams.
