
On the morning of November 11, Prime Minister Pham Minh Chinh chaired the 3rd meeting of the Central Steering Committee on housing policy and real estate market.
Vice Chairwoman of the Provincial People's Committee Nguyen Thi Nguyet operated the Ha Tinh bridge. Also attending were leaders of relevant departments, branches and sectors.

Since the beginning of the term, the Government and the Prime Minister have issued 22 resolutions, 16 directives, and many telegrams related to the real estate market and social housing development, achieving very positive results.
Regarding the implementation of the Project of 1 million social housing apartments, up to now, the whole country has 696 social housing projects being implemented with a scale of more than 637,000 apartments, of which more than 128,600 apartments have been completed. From the beginning of 2025 to now, over 123,000 apartments have been invested in construction; nearly 62,000 apartments have been completed.

In addition, the housing support policy for meritorious people, poor and near-poor households was completed more than 5 years ahead of schedule with 334,000 temporary and dilapidated houses being eliminated.
The real estate market has also recorded many positive signals, contributing to improving the urban appearance, improving people's lives and creating a spillover effect to many production and service industries.

However, the real estate market still faces many difficulties and shortcomings. Housing prices, especially in large cities, are still much higher than people's incomes. The progress of implementing some social housing projects is still slow, although the National Assembly has issued Resolution 201 and the Government has issued Decree 192. The allocation of 20% of land fund for social housing in commercial housing projects has not been seriously implemented; some localities have not really paid attention to reviewing subjects to buy, rent, or rent-to-own social housing, and there are still negative situations, causing public outrage.
According to Decision No. 444 of the Prime Minister, Ha Tinh province was assigned the target: 200 units in 2025, 488 units in 2026 and 3,700 units in the period 2021 - 2030. Up to now, there are 2 independent social housing projects with a scale of 2,029 units that have been and are being implemented; 5 commercial housing projects with land funds or social housing items have completed investor selection.
The province is focusing on 5 groups of solutions to implement the targets assigned by the Prime Minister on social housing development, including completing planning, allocating land funds for social housing development; making breakthroughs in investment mechanisms and procedures (shortening 30-50% of project appraisal and approval time); increasing investment resource mobilization (requesting commercial banks to implement their own preferential credit packages), proposing additional preferential capital sources from the Bank for Social Policies; applying new technologies and materials to save energy, reduce costs, and shorten progress; strengthening management and post-inspection to ensure sales, leases, and hire-purchases are made to the right subjects and for the right purposes.
Concluding the meeting, Prime Minister Pham Minh Chinh affirmed: The viewpoint of our Party and State is to achieve progress and social justice, constantly improve people's lives, ensure citizens' right to housing, in which housing development is an important pillar of social security policy and promote socio-economic development.

Referring to a number of shortcomings and inadequacies, the Prime Minister requested the Ministry of Construction to take the lead in coordinating with ministries and branches to continue perfecting institutions, focusing on removing difficulties and obstacles in developing the real estate market in general and social housing in particular; strengthening the application of common databases to strictly control and ensure transparency for both investors and home buyers; expanding the subjects participating in social housing policies; creating clean land funds for social housing development; diversifying capital sources for social housing development.
Localities must have plans for social housing development, in line with other housing segments, ensuring that all housing segments are equal in terms of infrastructure for transportation, telecommunications, electricity, water, culture, health care, and education; have a monitoring mechanism; proactively remove obstacles regarding land and procedures within their authority; research housing rental and hire-purchase policies to ensure flexibility, convenience, fairness, and suitability.
Urge and promote the disbursement of credit programs for social housing and worker housing in a more convenient, accessible, and manageable manner; increase transparency, prevent negativity, strengthen post-inspection, and strictly handle the situation of "hoarding", price inflation, speculation, and profiteering in the approval, purchase, sale, and rental of social housing.
