Regarding the negative phenomenon in approving the purchase of social housing that has been reflected by public opinion and the press in recent times, in discussions on the sidelines of the National Assembly , some delegates said that there should be better management measures; clearly defining the responsibilities of management agencies and investors in determining the right subjects to access to buy social housing.
According to delegate Hoang Van Cuong ( Hanoi ), the Party and State's policy on investment and development of social housing shows deep concern in caring for the lives of workers. This is the Party and State's policy, so the conditions, inspection, supervision and management of beneficiaries of this policy are the responsibility of State management agencies.
Thus, this responsibility cannot be pushed to the investors of social housing projects. Investors are essentially product suppliers to consumers and always want their products to be consumed as quickly as possible to gain profits and rotate capital.
According to the delegate, in localities there are many people in need of buying social housing and selecting the right subjects qualified to buy social housing belongs to the responsibility of agencies, departments, branches and sectors.
These agencies need to coordinate to investigate and verify information about subjects who meet the criteria for purchasing social housing. In addition, agencies need to make full use of information technology to create an interconnected data system to classify and identify the correct subjects who meet the criteria for purchasing social housing right in the locality they manage.
Investors will base on the list in the data information system provided by State management agencies to sell their products to consumers on the approved list. In case investors sell products to subjects outside the approved list, the management and supervision agencies will have a basis to consider handling the investors.

The delegates said that it is not possible to push the responsibility of verifying the criteria for social housing buyers onto the investor. This is inappropriate because the investor may be a business, not a management agency, so it is not possible to verify information that is beyond the investor's responsibilities, duties and capabilities.
Therefore, it is necessary to clearly define the responsibilities of the State management agency and the investor in determining the right subjects to buy social housing. Only then will the negative situation in buying and selling social housing be significantly reduced.
According to delegate Nguyen Quang Huan ( Ho Chi Minh City), to thoroughly resolve negative issues in buying and selling social housing, and remove difficulties and obstacles for those who want to buy social housing, it is necessary to publicize and make transparent information related to social housing investment projects.
Along with that is information on criteria, rights, responsibilities and obligations for those who qualify to buy social housing.
The delegates said that in reality, information about social housing development projects in recent times has not been truly transparent. This may come from the investors due to many different reasons and causes difficulties for those who really want to buy social housing; at the same time, it creates loopholes for some subjects to take advantage.
Besides, even those who are qualified to buy social housing do not know whether they can benefit from the policy or not, and have to ask for information...
Therefore, the first thing that needs to be done is for the relevant parties to publicize and make transparent all information related to social housing development projects; create a complete information channel for people to access conveniently. Only then can we solve the negative issues in the implementation of current social housing policies./.
