13 localities are unable to complete social housing targets.

There are about 13 localities that are not able to complete the social housing development target in 2025. This is the information stated by the Ministry of Construction at the 3rd meeting of the Central Steering Committee on housing policy and real estate market held on November 11, chaired by Prime Minister Pham Minh Chinh.

Currently, the whole country is investing in building 123,057 units. Since the beginning of the year, the whole country has started 82 new projects with a scale of 89,888 units; 61,893/100,275 units have been completed (reaching 62%), it is expected that by the end of 2025, another 29,692 units will be completed (total of 91,585/100,275 units, reaching 91%).
It is estimated that about 17 localities will achieve or exceed the assigned targets for 2025. Specifically: Hanoi , Ho Chi Minh City, Hai Phong, Da Nang, Hue, Bac Ninh, Nghe An, Phu Tho, Ca Mau, Hung Yen, Quang Ninh, Quang Ngai, Dong Nai, Thai Nguyen, Ninh Binh, Quang Tri, Tuyen Quang.
However, there are 13 localities that are unable to complete the target, including: Can Tho City, Son La, Ha Tinh, Lang Son, Lam Dong, Gia Lai, An Giang , Dak Lak, Dong Thap, Lao Cai, Tay Ninh, Khanh Hoa, Vinh Long.

The Ministry of Construction reported that, according to a summary of reports from localities, approximately 1,427 locations with a scale of 9,830.26 hectares of land have been planned for social housing nationwide. Most localities have reserved enough land to develop social housing.

Among them, many localities have paid attention to and allocated social housing land funds in favorable locations, near urban centers and industrial parks, ensuring technical and social infrastructure such as: Dong Nai (1,231 ha), Ho Chi Minh City (743 ha), Tay Ninh (563 ha), Ha Tinh (475 ha), Hue (441 ha)...

Deputy Minister of Construction Nguyen Van Sinh said that the cumulative results of the implementation of the 1 million social housing apartment project to date show that the country has 696 social housing projects being implemented with a scale of 637,048 apartments; of which, 191 projects have been completed with a scale of 128,648 apartments; 195 projects have started construction and are being implemented with a scale of 123,057 apartments; 310 projects have been approved for investment policy with a scale of 385,343 apartments.

Thus, the number of completed, commenced, and approved investment projects by 2025 has reached 60% of the target set in the Project (investment in construction of about 1,062,200 units).

In the remaining two months of 2025, Deputy Minister Nguyen Van Sinh said that relevant ministries and branches need to continue to carry out tasks and solutions, especially Official Dispatch No. 190/CD-TTg dated October 7, 2025 on resolutely implementing solutions to increase supply, reduce housing and real estate prices, and stabilize the market.

In particular, the Ministry of Construction focuses on urgently completing the report of the Government Party Committee to submit to the Politburo for approval to issue a Resolution of the National Assembly to pilot the model of the Real Estate and Land Use Rights Transaction Center established by the State.

The Ministry of Construction shall preside over and coordinate with relevant ministries and branches in drafting a Government Resolution on the mechanism for controlling and curbing real estate prices. At the same time, complete and submit to the Government for promulgation a Government Resolution on promulgating a special mechanism to handle difficulties and obstacles caused by legal provisions and breakthrough ordinance targets for social housing development; to be completed before November 15, 2025.

At the same time, complete and submit to the Prime Minister for promulgation a Directive on rectification, enhancement of transparency, and prevention of negativity in the review, purchase, sale, and rental of social housing; to be completed before November 15, 2025.

In addition, the Ministry of Construction will continue to inspect and urge localities and enterprises to step up investment in social housing construction, ensuring the target of completing at least 100,000 apartments by 2025 as assigned by the Prime Minister - Deputy Minister Nguyen Van Sinh shared.

For the Ministry of National Defense and the Ministry of Public Security, the Ministry of Construction proposed to proactively coordinate with localities to continue assigning investors and starting construction of housing investment projects for armed forces under their management, especially in localities with great demand. For projects that have started construction, it is recommended to urge investors to speed up construction progress and complete them in 2026.

The Vietnam General Confederation of Labor also urged contractors to speed up the construction progress of projects that have started construction during the year; at the same time, continue to start new projects to ensure the completion of assigned targets.

The State Bank of Vietnam urges to promote disbursement of the 145 trillion VND credit program for loans for social housing and workers' housing; and promote disbursement for young people under 35 years old.

For localities, the Ministry of Construction recommends focusing on directing and urging investors to deploy investment in the construction of social housing projects, striving to complete the targets assigned by the Prime Minister. In particular, for completed projects (61,893 apartments), investors are required to urgently complete procedures and widely announce on mass media to proceed with sales to the people.

As for projects under construction (123,057 apartments), projects in the completion stage (about 29,692 apartments) need to urge investors to focus resources, construct according to the committed schedule, and complete in 2025; for the remaining projects and projects that have just started construction in 2025 (about 93,365 apartments), localities need to work directly with investors to review progress and adjust project progress.

The Ministry of Construction proposed to prioritize the implementation of administrative procedures, grasp and promptly resolve difficulties and problems..., create all conditions for investors to implement the project; require investors to concentrate resources, construct with the spirit of "3 shifts, 4 teams", "overcome the sun, overcome the rain", complete at least 8,690 apartments in 2025 and create the basis for completing the targets in the following years.

In localities where no social housing projects have yet been started, localities must urgently direct the handover of investors, implementation of land procedures, handover of clean land, issuance of construction permits, etc. to social housing project investors to start construction and investment in 2025.
