Breakthroughs in science and technology development, innovation and national digital transformation are new and important policies in the Draft Political Report of the 14th National Party Congress, aiming to make the most of unlimited development drivers.
The determination of this priority stems from the strategic vision to meet the requirements of the Fourth Industrial Revolution, when digital technology and innovation become the decisive factors in the speed and quality of socio-economic development of countries. The Party affirms that only strong breakthroughs in these areas can help Vietnam break out of traditional growth limits.
Modern development theories such as innovation-based economic growth theory, information society theory and knowledge economy all point to the core role of science and technology and digital transformation in activating new value chains.
Growth based on innovation, knowledge and technology will create endless productive resources when rapidly spreading throughout the economy. Meanwhile, the concept of information society and knowledge economy emphasizes data, information and digital analysis capabilities to improve productivity and resource efficiency.
The digital economy model combines digital infrastructure, data platforms and startup ecosystems to create strong development for the innovation process.
Sharing about the Draft Documents submitted to the XIV Congress in the field of technology, Mr. Nguyen Trung Chinh commented: The phrase about science, technology and innovation is mentioned many times in the draft, showing the orientation of socio-economic development. In Chapter IV, the document clearly stated that innovation and digital transformation will be the main driving force to create a new growth model.
“According to our observations and research, most developed and successful countries must rely on science, technology and innovation. Many countries have chosen a national development strategy by building a model based on science, technology and innovation, such as the UK, Israel, South Korea, etc. These countries all have national strategies on science, technology and innovation, especially they have built a national model of innovation. I think that in order to develop, the Party and the State have emphasized that building a new growth model must rely on science, technology and innovation and take this as the main driving force and the center of the innovation process,” said Mr. Nguyen Trung Chinh.
What the Chairman of CMC is most pleased with is that the document has made science and technology, innovation and digital transformation the most important driving force to help us build a new growth model, contributing to the development of the country. This is an extremely important orientation and a key point to determine the country's development model from now until 2045.
According to Mr. Nguyen Trung Chinh's analysis, the growth model in many previous periods relied on resources and cheap labor; there was a period when we did outsourcing and provided cheap labor services to solve the problem of the majority. However, it is time to choose the path of sustainable development. That is science and technology, innovation and digital transformation. This strategy will help the country achieve rapid and sustainable development.
He further analyzed that in Chapter VII, the model of the National Innovation Center with the structure of "3 houses" is presented: State - scientists - enterprises. In which, enterprises are identified as the center and the main driving force for innovation. When enterprises are placed at the center, innovation will come into life, creating real value for society. This is a very accurate and correct point, creating confidence for enterprises to commit.
Commenting on the draft, Mr. Nguyen Trung Chinh said that the implementation part has not been clearly shown. We have a good strategic orientation, but to make it feasible, we need a specific action program. Besides, the content on innovation in the draft is not commensurate with the goal of considering this an important driving force. When determining to become a creative nation, we must build a national strategy on innovation, policies to promote innovation and a growth model based on innovation.
Ten years ago, CMC established the “creative enterprise” model by building a creative organization within the enterprise, forming a creative culture, issuing policies to encourage creativity, and measuring the contribution of creativity to development. According to Mr. Nguyen Trung Chinh, if we want to become a creative country or a creative enterprise, the contribution of creativity must account for 30-40% of the revenue structure.
“If I could contribute to the document, I think we need to build a national strategy on creative organizations or building a creative nation. In that, we need to build policies, strategies, programs and finally measure and evaluate these goals. Only then can we achieve the desired goals. This will be an important driving force to build a new growth model for Vietnam,” Mr. Nguyen Trung Chinh emphasized.
