Resolution on 15 key targets for socio-economic development in 2026

The National Assembly resolved 15 main targets for GDP growth of over 10%, improving quality of life, protecting the environment and sustainable development by 2026.

With 429 delegates in favor, accounting for 90.51% of the total number of National Assembly delegates, on the morning of November 13, the National Assembly passed the Resolution on the socio- economic development plan for 2026.

GDP growth of 10% or more

The National Assembly resolved on 15 main targets, including: The growth rate of gross domestic product (GDP) strives to be 10% or more. GDP per capita reaches 5,400-5,500 USD.

The proportion of processing and manufacturing industry in GDP reached about 24.96%. The average growth rate of the consumer price index (CPI) was about 4.5%.

The average growth rate of social labor productivity is about 8.5%. The proportion of agricultural labor in the total social labor force is about 25.3%. The proportion of labor with degrees and certificates is about 29.5%.

The unemployment rate among working age in urban areas is below 4%. The poverty rate (according to multidimensional poverty standards) decreases by 1-1.5 percentage points.

The number of doctors per 10,000 people is about 15.3. The number of hospital beds per 10,000 people is 34.7. The rate of health insurance participation is 95.5%.

The rate of communes meeting new rural standards (according to the National Criteria for new rural areas at all levels for the 2026-2030 period) is at least 15%.

The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.

The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 95%.

The National Assembly basically approved the tasks and solutions submitted by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office and the recommendations of the National Assembly agencies. At the same time, it requested the Government and agencies to continue to prioritize promoting growth in association with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits.

Focus on perfecting the synchronous institutions and laws, strongly innovating thinking, promoting strategic breakthroughs, improving the effectiveness of law enforcement organization; accelerating the reduction and simplification of administrative procedures, improving the investment and business environment; tightening discipline and order, further promoting the work of preventing and combating corruption, waste and negativity.

Along with that, continue to focus on perfecting regulations on the organization of the state administrative apparatus, perfecting the management and operation apparatus to serve development. Establish a new growth model with science and technology, innovation, and digital transformation as the main driving force, promoting economic restructuring, promoting industrialization and modernization.

Focus on investment in construction, ensuring the progress of synchronous, modern, smart, and nationally and internationally connected strategic infrastructure projects, especially key transport projects, railway systems, international airport systems, seaport systems, and energy infrastructure; promote the development of inter-regional projects and large urban infrastructure, digital transformation infrastructure; adjust planning to suit the new context.

The National Assembly requested the Government and agencies to promote the development of modern, high-quality human resources in priority, emerging, and high-tech industries and fields; create breakthroughs to strongly promote scientific and technological research, innovation, and digital transformation.

Invest in developing cultural industry, achieving social progress and equity, improving people's material and spiritual life and health.

Effectively manage and use resources; proactively respond to climate change and prevent and combat natural disasters; protect the environment, limit pollution; harmoniously resolve the relationship between economic development and environmental protection, and achieve sustainable development goals.

The Government and agencies strengthen and enhance national defense, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development and international integration.

Promote breakthroughs in the development of defense and security industries, self-reliance, self-reliance, self-strengthening, dual-use, and modernity. Promote synchronous, effective, and comprehensive implementation of foreign affairs and international integration; promote economic diplomacy, focusing on technological diplomacy; promote multilateral diplomacy, proactively and actively participate in shaping, leading, and building the rules of the game in global governance and solving common world problems.

Be more proactive in information and propaganda work, create motivation, inspiration, and encourage innovation; improve the effectiveness of mass mobilization work, and create social consensus.

Ensuring major balances of the economy

Previously, presenting a report on receiving and explaining opinions of National Assembly deputies, Deputy Prime Minister Le Thanh Long said that in 2026, the focus will be on macroeconomic management and operation, inflation control, ensuring major balances of the economy; renewing and exploiting more effectively traditional growth drivers (investment, consumption, export) and promoting the development of new growth drivers; sustainable development of financial, monetary, real estate markets...

The Government will continue to direct the implementation of proactive, reasonably expanded, focused and key fiscal policies; consolidate the leading role of the central budget, promote local initiative and creativity in the spirit of "locality decides, locality acts, locality takes responsibility."

Improve the effectiveness and efficiency of state budget revenue and expenditure management. Promote resources from the state budget together with resources from the whole society to effectively implement 3 strategic breakthroughs, the Politburo's strategic breakthrough resolutions, environmental protection, climate change response... In particular, ensure the allocation of 3% of the total annual state budget expenditure for science and technology, innovation, digital transformation, contributing to the goal of achieving the digital economy ratio reaching at least 30% of GDP by 2030, our country is in the top 3 countries in Southeast Asia, the top 50 countries in the world in terms of digital competitiveness and e-Government development index.

The Deputy Prime Minister also emphasized the need to improve labor productivity, growth quality, promote economic restructuring, enhance strategic autonomy, respond to US tariff policies and fluctuations in the world trade market, diversify and expand new export markets, and develop the marine economy.

Shift from agricultural production to agricultural economy; reduce logistics costs for businesses; remove IUU yellow card in the fisheries sector; selectively attract FDI projects.

In addition, it is necessary to develop the fields of culture, society, health, education, improve the quality of social security work, and improve people's lives. Focus on effectively implementing the strategic breakthrough resolutions of the Politburo.

Firmly ensure national defense, security, political and social stability; step up the fight against, prevent and combat crimes, especially high-tech crimes, online fraud, cross-border crimes; resolutely prevent and combat smuggling, trade fraud, counterfeit and poor-quality goods.../.
