Ms. Phung Thi Hong Ha was elected to hold the position of Chairwoman of Hanoi City People's Council.

The Hanoi People's Council elected Ms. Phung Thi Hong Ha to hold the position of Chairwoman of the Hanoi People's Council, term XVI, 2021-2026.

On the afternoon of November 13, the Hanoi People's Council, term XVI, 2021-2026, held a special session (27th session) to consider and decide on a number of contents under the authority of the City People's Council.

Attending the meeting were: Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; Chairman of the Central Inspection Commission , Chairman of the City People's Committee Tran Sy Thanh and city leaders.

Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that at this session, the City People's Council will complete the positions of Chairman and Vice Chairman of the People's Council and the City People's Committee, ensuring the government apparatus operates smoothly, effectively, efficiently and effectively.

In the process of implementing the personnel work process, the City Party Committee has been serious, democratic, public, closely following the Central's instructions, and fully carrying out the steps according to the prescribed process.

The comrades selected by the City Party Committee to be nominated for election by the City People's Council are all comrades with high capacity, qualifications, experience and prestige that have been considered and approved by the Central Committee.

At the Session, the City People's Council carried out the procedure to dismiss Mr. Nguyen Ngoc Tuan from the position of Chairman of the City People's Council, due to the age requirement of not being re-elected; elected Ms. Phung Thi Hong Ha, Deputy Secretary of the City Party Committee, Permanent Vice Chairman of the City People's Council to hold the position of Chairman of the City People's Council for the 16th term, 2021-2026 term; elected Mr. Tran The Cuong, Member of the Standing Committee of the City Party Committee, Director of the Department of Education and Training to hold the position of Vice Chairman of the City People's Council for the 16th term, 2021-2026 term.

The Hanoi People's Council has carried out the procedure to dismiss Mr. Tran Sy Thanh from the position of Chairman of the Hanoi People's Committee because he was mobilized, assigned and elected by the Politburo to hold the position of Chairman of the 13th Central Inspection Committee; elected Mr. Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee, to hold the position of Chairman of the City People's Committee for the 2021-2026 term; elected Mr. Nguyen Xuan Luu, member of the Standing Committee of the City Party Committee, Director of the Department of Finance, to hold the position of Vice Chairman of the City People's Committee for the 2021-2026 term.

The Hanoi People's Council also carried out the procedure to dismiss Mr. Nguyen Trong Dong from the position of Vice Chairman of the City People's Committee due to his new responsibilities; to dismiss Mr. Le Hong Son from the position of Vice Chairman of the City People's Committee due to his retirement; to dismiss Mr. Tran Dinh Canh from the position of Member of the City People's Committee due to his assignment of new tasks; to dismiss Mr. Nguyen Xuan Luu from the position of Member of the City People's Committee due to his election as Vice Chairman of the City People's Committee.

On behalf of the comrades who have just been elected to positions by the Hanoi People's Council, Chairwoman of the Hanoi People's Council Phung Thi Hong Ha thanked the trust that the City People's Council delegates have placed in them and the comrades elected to new positions.

According to Ms. Phung Thi Hong Ha, taking on new important leadership positions of the city in the context of the Capital facing great tasks, in the process of construction and development according to the Party's leadership and the current trend of international economic integration, is both a great honor and a heavy challenge and responsibility.

Ms. Phung Thi Hong Ha promised to devote herself wholeheartedly, wholeheartedly, and make every effort to contribute; always put the interests of the Party, the people, and the Capital above all; join hands and unite with the Standing Committee of the People's Council, the leaders of the City People's Committee, all levels, sectors, and the entire political system to seriously, effectively, and promptly implement the Party's guidelines and resolutions, especially the 5 development viewpoints, 43 main targets, 10 key task groups, and 7 task groups according to the direction of General Secretary To Lam at the 18th City Party Congress; inherit and promote the results and experiences of previous generations of leaders, devote all efforts together with the City People's Council delegates to strive to fulfill all tasks well, worthy of the trust of the Party Committee, the government, voters, and people of the Capital. Ms. Phung Thi Hong Ha was born on May 1, 1971, her hometown is Ung Hoa commune, Hanoi city; Professional qualifications: Bachelor of Economics, Master of Finance and Banking; political theory level: Advanced.

She held many positions at the Department of Finance of the former Ha Tay province, member of the Executive Committee of the Hanoi City Civil Servants' Union; member of the Executive Committee of the Hanoi City Party Committee; and delegate of the City People's Council for the 2011-2016 term.

She was a member of the City Party Committee, Secretary of the Thanh Oai District Party Committee, Delegate of the Hanoi People's Council for the 2011-2016 term; Member of the Standing Committee of the City Party Committee, Member of the Party Delegation of the City People's Council, Vice Chairman of the City People's Council; Member of the Standing Committee of the City Party Committee, Deputy Secretary of the Party Delegation of the People's Council, Permanent Vice Chairman of the City People's Council.

From March 3, 2025 to present, he has been a member of the Standing Committee of the City Party Committee, Deputy Secretary of the Party Committee of the People's Council, Permanent Vice Chairman of the City People's Council, Deputy Secretary of the Hanoi City Party Committee (elected in October 2025 at the 18th City Party Congress)./.
