Regarding the proposed salary policy and allowance regime for teachers, including regulations on specific salary coefficients, in the discussion on the sidelines of the National Assembly on November 12, some delegates said that education is a special and important field, it is necessary to identify education as the foundation of development and have appropriate treatment for the teaching staff.
Expressing his opinion, delegate Tran Hoang Ngan ( Ho Chi Minh City) said that we should not debate or mention too much about whether or not to apply a special salary coefficient in the salary table for teachers, but need to look at and evaluate the issue comprehensively.
According to the delegate, the development history of countries around the world shows that one of the most important driving forces helping countries escape the middle-income trap is to put education at the center and consider scientific and technological development as the key point.
These countries soon realized that if they only focused on attracting capital, increasing investment, and simply developing the economy, there would be no breakthrough in development, and if there was, this development would not be sustainable.
Delegate Tran Hoang Ngan said that from the above lesson, we also need to identify education as the foundation of development and need to have worthy treatment for teachers.
Salary reform in the education sector is necessary. This is a policy that has been approved by the people, approved by the National Assembly and clearly stated in Resolution No. 71 of the Politburo.
The delegate emphasized that to become a highly developed country and escape the middle-income trap, the country needs to focus on developing thinking, science and technology, innovation, and these necessary and sufficient factors all come from the education and training system.

According to the delegate, in addition to the issue of developing salary policies for teachers, it is also necessary to use a large enough budget to develop the necessary facilities for the education sector. This is an indispensable part of the country's development strategy.

Agreeing with the above viewpoint, delegate Pham Van Hoa (Dong Thap) said that the Law on Teachers recently passed by the National Assembly has determined that teachers' salaries are given the highest priority in the administrative career salary scale system. However, in reality, the income of many teachers is not guaranteed, especially those who are new to the profession.
Delegates said that income is not enough to cover living expenses, combined with a lot of pressure at work, which has led to many teachers resigning in recent years, causing certain difficulties in teacher recruitment.
Therefore, researching and reviewing new policies on salaries and allowances will help the education sector retain teachers, attract and recruit talented people to improve quality and implement national development strategy goals./.
