Accordingly, the National Assembly resolved to prioritize promoting growth on the basis of maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Accelerating the construction and synchronous completion of development institutions, promptly and thoroughly removing bottlenecks and bottlenecks, clearing and releasing all resources; quickly stabilizing the organizational apparatus, building a streamlined, strong, efficient, effective and efficient administration.

Enhance strategic autonomy, innovate the development model with a focus on establishing a new growth model, taking science and technology, innovation and digital transformation as the main driving force; restructure the economy, promote industrialization and modernization associated with effective accounting thinking in national development; improve productivity, quality, resilience and competitiveness of the economy. Complete synchronization and make strong breakthroughs in building socio-economic infrastructure, effectively exploiting new development space.

Focus on developing high-quality human resources. Develop culture and society closely and harmoniously with economic development; prioritize ensuring social security and improving people's lives. Proactively communicate policies, "use positive to push back negative", "use beauty to eliminate ugliness"; create momentum and trust among the people; improve the effectiveness of mass mobilization work, the front to create social consensus. Consolidate and strengthen national defense and security, firmly protect independence and sovereignty; maintain political security, social order and safety; promote foreign affairs and international integration deeply, substantially and effectively.

The main targets are: the growth rate of gross domestic product (GDP) strives to be 10% or more; GDP per capita reaches 5,400 - 5,500 USD; the proportion of processing and manufacturing industry in GDP reaches about 24.96%; the average growth rate of consumer price index (CPI) is about 4.5%.

The average growth rate of social labor productivity is about 8.5%; the proportion of agricultural labor in the total social labor force is about 25.3%; the proportion of labor with degrees and certificates is about 29.5%; the unemployment rate among the age group in urban areas is below 4%.

The poverty rate (according to the multidimensional poverty standard) decreased by 1-1.5 percentage points; the number of doctors per 10,000 people reached about 15.3 doctors; the number of hospital beds per 10,000 people reached 34.7 beds; the health insurance participation rate reached 95.5%.

The rate of communes meeting new rural standards (according to the National Criteria for New Rural Areas at all levels for the period 2026-2030) reaches at least 15%; the rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%; the rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards reaches 95%.

Regarding the main tasks and solutions, the National Assembly basically approved the tasks and solutions submitted by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office and proposed by the National Assembly agencies.

At the same time, it is recommended that the Government and relevant agencies continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits.

Focus on perfecting the synchronous institutions and laws, strongly innovating thinking, promoting strategic breakthroughs, improving the effectiveness of law enforcement organization; accelerating the reduction and simplification of administrative procedures, improving the investment and business environment; tightening discipline and order, further promoting the work of preventing and combating corruption, waste and negativity.

Along with that, continue to focus on perfecting regulations on the organization of the state administrative apparatus, perfecting the management and operation apparatus to serve development. Establish a new growth model with science and technology, innovation, and digital transformation as the main driving force, promoting economic restructuring, promoting industrialization and modernization.
