King Palace apartment project, including two buildings A and B, is located on the most prime golden land in Thanh Xuan district, Hanoi . Apartments in building A were launched and opened for sale in 2018, and handed over to residents from the beginning of 2021.
However, after 5 years since receiving their houses, hundreds of households here have not yet been granted certificates of land use rights and house ownership.

Legal problems, residents and investors "in a dilemma"
Residents do not have legal documents to exercise their property rights; meanwhile, the investor is struggling to handle the crisis and has to suffer reputational damage.
Regarding the above situation, the representative of the investor Hoa Anh Dao Real Estate Joint Stock Company said that this delay does not come from the subjective factors of the enterprise, but lies in the long-standing administrative and legal procedural problems.
On the side of Hoa Anh Dao, all financial obligations on land and related tax obligations have been fulfilled as prescribed, which has been confirmed by the Tax Authority in Document No. 15184/TB-HAN-QLDN1. The Company has also worked and sent many petitions to the City People's Committee and the Department of Agriculture & Environment requesting to resolve the handover of boundary markers, sign land lease contracts, and issue Certificates to households.
However, the Red Book issuance dossier is still stalled due to a core legal barrier. It is known that according to Official Dispatch No. 110/2025/CV.HAD dated November 8, 2025 sent to the Management Board, the Investor has transparently informed about the suspension of the dossier based on the regulation: The land is in dispute.
Specifically, the land for building block B of the King Palace project is currently involved in civil lawsuits at the Court related to the dispute over the Kiosk (the property located on the land at 108 Nguyen Trai) and the Economic Contract that has existed since 1991. Accordingly, the Investor must have a decision to resolve the dispute from the Court as a basis for carrying out the procedure. This is the reason that puts both residents and the Investor in a "dilemma", when they are forced to wait for the lengthy litigation process and wait for the final conclusion from the Court.
Proposal to soon remove obstacles in granting pink books
In order to quickly break the legal deadlock, the investor said it is making efforts to promote the request for a special mechanism to issue separate Certificates for all apartments in Tower A - the area that has been completed and put into stable use.
To ensure the rights of residents, the Hanoi People's Committee and related departments and branches are considering the Investor's proposal to apply a pilot mechanism of "separating books", allowing the processing of documents and issuance of separate ownership certificates for apartments in Tower A of the King Palace project. This mechanism aims to facilitate residents to receive ownership certificates faster, even when some other legal procedures of the project are still being completed.

At the same time, the litigation process related to the Kiot dispute cases at the project also needs to be accelerated to soon have a final conclusion.
Timely handling of these cases will help limit negative impacts on residents and investors, while minimizing risks arising in project management. At the same time, it will create favorable conditions to support private enterprises in the spirit of Resolution 68.
