MORNING

Content 1 : Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall. listened to Deputy Prime Minister Le Thanh Long present the Report on explanation, acceptance and revision of the draft Resolution on the socio- economic development plan for 2026. After that, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 433 delegates participated in the vote (equal to 91.35% of the total number of National Assembly deputies); of which, 429 delegates approved (equal to 90.51% of the total number of National Assembly deputies), 04 delegates did not vote (equal to 0.84% of the total number of National Assembly deputies).

Content 2 : Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Law on Public Employees (amended). At the discussion session , 25 National Assembly deputies expressed their opinions, including 3 opinions of delegates in debate. The opinions of the deputies basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Committee on Law and Justice . In addition, in order to continue perfecting the draft Law, the deputies focused on discussing the following contents: scope of regulation; concept; policy for developing public service units; policy for building and developing the team of public employees; principles of public employee recruitment; principles in professional activities of public employees; authority and basis for public employee recruitment; conditions for registering for public employee recruitment; principles and methods of public employee recruitment and management; job positions of public employees; employment contracts for public employees; labor contracts and service contracts; Rights of civil servants in professional activities, signing contracts to carry out professional and business activities; salaries, bonuses and salary-related regimes; things civil servants are not allowed to do; authority to evaluate civil servants; quality classification and use of quality evaluation and classification results; complaints about quality evaluation and classification results; rewards, disciplinary actions, dismissal, retirement, temporary suspension of civil servants; application of the Law on Civil Servants. At the same time, some delegates' opinions suggested reviewing legislative techniques in drafting the Law.

At the end of the discussion, Minister of Home Affairs Do Thanh Binh spoke to explain and clarify a number of issues raised by National Assembly delegates.

After that, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 420 delegates participated in the vote (equal to 88.61% of the total number of National Assembly delegates); of which, 419 delegates approved (equal to 88.40% of the total number of National Assembly delegates), and 01 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

Content 2: The National Assembly discussed in the hall about the draft Law on E - commerce. At the discussion session, 15 National Assembly deputies spoke, 01 delegate debated. The delegates' opinions basically agreed with many contents in the Government's Submission; the Verification Report of the National Assembly's Economic and Financial Committee. In addition, in order to complete the draft Law, delegates focused on discussing the following contents: scope of regulation; explanation of terms; basic principles in e-commerce activities; ordering on e-commerce platforms with online ordering functions; automatic contract signing on e-commerce platforms; responsibilities of owners of e-commerce platforms, intermediary e-commerce platforms, social networks operating e-commerce, e-commerce platforms integrated on multi-service integration platforms; e-platforms in livestream sales and direct business activities; responsibilities of organizations providing affiliate marketing services in e-commerce, payment services, and payment intermediary services supporting e-commerce; responsibilities of authorized legal entities in Vietnam for intermediary e-commerce platforms, social networking platforms in e-commerce activities, and multi-service integration platforms; responsibilities of sellers on intermediary e-commerce platforms, social networks operating e-commerce, and livestream sales activities; prohibited acts; human resource development for e-commerce; specific support policies for e-commerce development; dispute resolution in e-commerce. At the same time, some delegates suggested reviewing the provisions of current laws to ensure consistency in the implementation of the Law.

At the end of the discussion, Deputy Prime Minister Bui Thanh Son spoke to explain and clarify a number of issues raised by National Assembly deputies.
