Press Release No. 18, 10th Session, 15th National Assembly

MORNING

- Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to the following contents:

(1) Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented the Draft Law on amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciation.

(2) Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.

( 3) Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Report on the draft Law on Investment (amended).

( 4) Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Review Report on the draft Investment Law (amended).

( 5) Minister of Public Security Luong Tam Quang, authorized by the Prime Minister, presented the Report on the draft Law on Drug Prevention and Control (amended).

( 6) Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh presented the Review Report on the draft Law on Drug Prevention and Control (amended).

After that, the National Assembly discussed in the hall about: ( i) Draft Law on Civil Judgment Enforcement (amended); ( ii) Draft Law on Judicial Expertise (amended). At the discussion session, 21 National Assembly deputies spoke, the majority of deputies basically agreed with the necessity of amending the Law on Civil Judgment Enforcement, the Law on Judicial Expertise and many contents in the Government's Submission; the Verification Report of the National Assembly's Committee on Law and Justice. At the same time, the deputies focused on discussing the following specific contents:

- Regarding the draft Law on Civil Judgment Enforcement ( amended ) i ) : Opinions focused on discussing: civil judgment enforcement agencies; civil judgment enforcement offices; organization of judgment enforcement by civil judgment enforcement offices; bailiffs; bailiffs; Heads and Deputy Heads of civil judgment enforcement agencies; duties and powers of civil judgment enforcement agencies of provinces, cities, and People's Courts in civil judgment enforcement; responsibilities of agencies, organizations, and individuals in civil judgment enforcement; rights and obligations of judgment beneficiaries and judgment obligees; delivery and receipt of judgments and decisions and proactively making judgment enforcement decisions; transfer of judgment enforcement rights and obligations; dossiers requesting consideration of exemption or reduction of judgment enforcement obligations regarding state budget revenues; protesting court decisions on exemption or reduction of judgment enforcement obligations regarding state budget revenues; postponing judgment enforcement; enforcement of decisions on applying temporary emergency measures, decisions declaring bankruptcy; preservation, exploitation and use of assets for execution of judgments; registration, transfer of ownership and use of assets; measures for enforcement of judgments; compulsory delivery and return of objects and documents, and delivery of minors to persons assigned for care according to judgments and decisions; socialization of civil judgment enforcement; application of information technology and digital transformation in civil judgment enforcement; complaints, denunciations and settlement of complaints in civil judgment enforcement; time limit for protests, responses to protests and recommendations of the People's Procuracy; statute of limitations for civil judgment enforcement; transitional provisions;...

- About Law on Supervision Project judicial decision ( edit ) change ) : Opinions focused on discussing: explanation of terms; state responsibility in judicial appraisal; responsibility of agencies conducting proceedings in judicial appraisal activities; appointment and dismissal of judicial appraisers; rights and obligations of judicial appraisers in judicial appraisal activities; standards of judicial appraisers by case; system, functions, tasks, powers and organizational structure of public judicial appraisal organizations; conditions for establishment of judicial appraisal offices; rights and obligations of judicial appraisal offices; recognition and cancellation of recognition of judicial appraisal organizations by case; receiving requests and requests for judicial appraisal; cases of refusal of judicial appraisal, not being allowed to perform judicial appraisal; expanding the roadmap and socialization of judicial appraisal;...

At the end of the discussion, Minister of Justice Nguyen Hai Ninh spoke to explain and clarify a number of issues raised by National Assembly deputies.
