Hanoi: Vision 2030, 11% growth and determination to transform to a modern governance model

In his opening speech, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc thoroughly grasped the Politburo 's directive that the Congress Resolution must be immediately implemented, ensuring that all levels and sectors clearly understand their tasks to organize and implement. This is an urgent requirement, requiring delegates attending the conference to grasp and concretize the contents of the Resolution and the Action Program, thereby clearly defining individual and unit responsibilities, and supplementing solutions to successfully implement the set goals.

The core content of the Resolution of the 18th Congress, which was thoroughly grasped by the Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, set out a new vision for the Capital. In particular, by 2030, Hanoi is positioned as the Capital of "Cultural - Civilized - Modern - Happy", a green, smart city, a place where elites converge and deeply integrate internationally. The goal is to bring Hanoi to a level of development on par with the capitals of developed countries in the region, becoming a driving force for the Red River Delta, a growth pole leading the country's economy and a leading center of culture, education, health care, science and technology.

By 2045, Hanoi must be a globally connected city with a high standard of living and quality of life, with GRDP per capita reaching over 36,000 USD.

To realize this vision, the Congress has identified 43 main targets for the 2025-2030 term, of which, in terms of economy, the target of average GRDP growth in the 2026-2030 period is set at 11.0%/year or more, which is considered a challenging figure. GRDP per capita strives to reach over 12,000 USD. In particular, growth quality targets are emphasized: The proportion of digital economy in GRDP reaches 40% and the proportion of cultural industry reaches 8%. Total state budget revenue in 5 years is estimated at 3.4 million billion VND, and FDI attraction reaches 25 billion USD.

In terms of society, qualitative and humanistic indicators are prioritized. The average life expectancy is expected to reach 77.5 years, the human development index (HDI) is 0.88 and notably the happiness index (HPI) strives to reach 9/10. In terms of urban and environmental aspects: The urbanization rate is 65-70%. A highly committed indicator to the quality of life is the percentage of days in a year with an air quality index of good and average levels reaching 80% or more, along with raising the rate of public passenger transport to at least 30%.

To achieve the above goals, the Resolution identifies three strategic breakthroughs as pillars. The first is to focus on building and perfecting the capital's development institutions, concretizing them with the amended Capital Law, removing bottlenecks to unblock resources. The second is to develop and effectively exploit high-quality human resources and attract talents, building a team of cadres who "dare to think, dare to do". The third is to develop a modern, smart and connected infrastructure system, not only transportation but also digital infrastructure and science and technology infrastructure.

Nine main groups of solutions presented by Vice Chairman of Hanoi People's Committee Truong Viet Dung have concretized these breakthroughs. The focus is on establishing a new growth model, promoting green transformation, digital transformation, circular economy; promoting the cultural values ​​of Thang Long - Hanoi and building a smart city with people and businesses at the center. Strategic projects such as closing 5 belt routes, developing Hoa Lac high-tech park, Nhat Tan - Noi Bai smart urban area, and especially renovating and reviving inner-city rivers (To Lich, Kim Nguu, Lu, Set) are prioritized for implementation.

Transforming leadership and management methods using OKR and removing "bottlenecks"

One of the revolutionary new points of this term is the fundamental change in leadership and implementation methods, designed to ensure that the Resolution does not remain on paper. Head of the Hanoi Party Committee's Organization Board Ha Minh Hai said that the Action Program to implement the Resolution is designed according to the modern OKR (Objective and Key Results) management model - defining strong goals and key, measurable results. The entire content closely follows the 3 pillars (Institutions - Technology - Market) and 3 breakthroughs, all of which are digitized and updated on the city's IOC operating software.

Hanoi aims to transform from "administrative management" to "administrative service", taking people's satisfaction as a measure. A breakthrough in Party building is the formation of "Digital Party Committee - Digital Party Members", operating on the basis of unified processes, data and standards, with the goal of admitting at least 11,000 new Party members annually and over 90% of Party organizations completing their tasks well.

Speaking at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized the "bottlenecks" of the capital that have existed for many terms such as traffic congestion, flooding, air pollution, land management and construction order. These are also the four issues that General Secretary To Lam has asked Hanoi to focus on overcoming. To solve the problem, the city is implementing drastic solutions such as the plan to overcome flooding in the 2024-2025 period and the project to control air pollution. However, the city's leaders said that in addition to management solutions, the role of the people is key, especially stopping the burning of household waste and straw in the suburbs.

Standing Deputy Secretary of the City Party Committee Nguyen Van Phong pointed out that the current commune-level cadres are not lacking in general but are not uniform, especially the lack of cadres specialized in information technology and digital transformation. To solve this problem, the City Party Committee's Organizing Committee was assigned to develop a project on cadre work to serve the local government at two levels, and to build a detailed cadre database for each position. The city will strengthen training, fostering, order training and transfer cadres from the department and branch levels to the local level to increase quality resources for communes and wards.

Regarding institutions, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized that this is a strategic breakthrough. Right at the first conference, the City Party Committee decided to establish a Steering Committee to review and implement the two approved capital planning plans, headed by the City Party Committee Secretary. This Steering Committee will proactively advise on piloting unprecedented policies, aiming to unlock resources, focusing on removing obstacles in land management and construction order.

With the application of modern governance models, comprehensive digitalization and a strong political determination to solve existing problems, the 18th Hanoi Party Committee is starting its new term with a great aspiration, realizing the goal of building a "Cultured - Civilized - Modern - Happy" Capital.
