Hanoi has a new Chairman of the People's Committee and Chairman of the City People's Council for the 2021-2026 term.

At the meeting on November 13, the 16th Hanoi People's Council elected key leadership positions of the government and the city's People's Council. Mr. Nguyen Duc Trung, Deputy Secretary of the City Party Committee, was elected Chairman of the Hanoi People's Committee; Ms. Phung Thi Hong Ha, Deputy Secretary of the City Party Committee, Permanent Vice Chairwoman of the City People's Council, was elected Chairwoman of the Hanoi People's Council.

On the afternoon of November 13, at the thematic session of the Hanoi People's Council (HĐND) term XVI, 2021-2026, the City People's Council completed a number of key positions of the city government. Two important contents carried out at the session were the election of the positions of Chairman of the City People's Committee (UBND) and Chairman of the City People's Council for the term 2021-2026.

At the meeting, the Hanoi People's Council carried out the procedure to dismiss Mr. Tran Sy Thanh from the position of Chairman of the Hanoi People's Committee. Previously, the Politburo had decided to transfer, assign and introduce Mr. Tran Sy Thanh to be elected as Chairman of the 13th Central Inspection Committee . After carrying out the dismissal procedure, the Hanoi People's Council proceeded to elect a replacement in accordance with regulations. With high consensus, the People's Council delegates elected Mr. Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee, to hold the position of Chairman of the Hanoi People's Committee for the 2021-2026 term.

Mr. Nguyen Duc Trung was born in 1974, his hometown is Thanh Hoa province. He has a Master's degree in Political Economy, a Bachelor's degree in Economics, a Bachelor's degree in English; and a high level of political theory. He joined the Party on June 25, 2002, and became an official Party member on June 25, 2003. During his career, Mr. Nguyen Duc Trung held many important positions at the Ministry of Planning and Investment , including a period as Deputy Minister of Planning and Investment.

In March 2020, he was transferred to work in Nghe An province, holding the position of Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee. In November 2024, he was elected as Secretary of the Nghe An Provincial Party Committee. On November 10, 2025, the Politburo decided to transfer and appoint him to join the Party Executive Committee, the Standing Committee of the City Party Committee and hold the position of Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term, and at the same time introduced him to the Hanoi People's Council to elect him as Chairman of the City People's Committee.

With the election results at the meeting on November 13, Mr. Nguyen Duc Trung officially became the head of the Hanoi People's Committee, taking on the responsibility of managing and developing the capital's socio-economy for the remaining period of the 2021-2026 term.

Also in the afternoon of the same day, at the 27th session of the 16th Hanoi People's Council, the city's elected body elected a new Chairman of the City People's Council. The City People's Council voted to dismiss Mr. Nguyen Ngoc Tuan from the position of Chairman of the City People's Council, because Mr. Tuan did not participate in the Hanoi Party Executive Committee for the 2025-2030 term due to age reasons according to regulations. After completing the dismissal procedure, the City People's Council completed the personnel for the position of Chairman of the City People's Council for the 2021-2026 term.

According to the introduction of the Standing Committee of the City People's Council, Ms. Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term, Permanent Vice Chairwoman of the City People's Council, is the nominee to be elected as Chairwoman of the City People's Council. With the high trust of the delegates, the Hanoi City People's Council voted in favor and passed a resolution confirming the election results of Ms. Phung Thi Hong Ha as Chairwoman of the Hanoi City People's Council for the 16th term, 2021-2026 term.

Ms. Phung Thi Hong Ha was born in 1971, her hometown is Ung Hoa commune, Hanoi city. She has a Bachelor of Economics, a Master of Finance - Banking; and a high level of political theory. During her career, she has held many positions in the financial sector, was an officer and then a leader of the Department of Finance of Ha Tay province before merging with Hanoi. Since 2008, she has continued to hold the position of Deputy Director of the Hanoi Department of Finance, Chairman of the Department's Trade Union and was then elected as the Permanent Vice Chairman of the Hanoi People's Council.

The consolidation of two key positions of the Hanoi government and People's Council is considered an important step to ensure continuous and unified leadership, while consolidating the capital's government apparatus in the preparation period for the new term. The two new Chairmen are expected to join the city's leadership to continue to inherit and promote the achievements that have been achieved, leading Hanoi to develop strongly and comprehensively, worthy of being the political, economic and cultural center of the whole country.
