According to the Ministry of National Defense's electronic information portal, on November 13, the Vietnamese delegation led by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, and the Cambodian delegation led by General Tea Seiha, Deputy Prime Minister, Minister of National Defense, attended a series of activities in Tay Ninh within the framework of the 2nd Vietnam - Cambodia Border Defense Friendship Exchange.

Immediately after the welcoming ceremony, the two Ministers and their delegations visited the joint military medical exercise between the two armies with the theme "Vietnam - Cambodia Military Medical Team for Disaster Relief". The exercise's content includes: joint military medical command; on-site rescue of victims by disaster medical teams; practice of receiving, classifying, rescuing, treating and transporting victims by the emergency station of the Military Medical Team for Disaster Relief of the two armies. Thereby, improving coordination capacity, sharing experiences and perfecting the disaster response system of each country.
Next, the two delegations visited Ben Cau Primary School, Ben Cau Commune, Tay Ninh Province. Principal Le Tan Phuoc affirmed that the school will continue to strive to teach well, study well, and at the same time educate students about the tradition of friendship between the two countries.

On this occasion, the two Ministers cut the ribbon to inaugurate the boarding classrooms donated by the Vietnamese Ministry of National Defense, presented gifts, took souvenir photos with teachers and students, and visited the computer classroom serving teaching and learning.
Continuing the exchange activities in Vietnam, General Phan Van Giang and General Tea Seiha witnessed the twinning ceremony of residential clusters on both sides of the border between Long Cuong hamlet, Long Thuan commune, Tay Ninh province (Vietnam) and O Ta Mo hamlet, Mo No Rum commune, Svay Tiep district, Svay Rieng province (Cambodia).
The two localities agreed to comply with the law, protect the border, exchange experiences, support agricultural techniques, build facilities for daily life, organize family visits, cultural exchanges, and contribute to building a peaceful, stable, and friendly border.
