Ninh Binh synchronously deploys solutions to control fishing vessels and prevent IUU fishing.

Implementing the direction of the Prime Minister and the Ministry of Agriculture and Environment in the peak month against IUU fishing, Ninh Binh province is accelerating the progress of fishing vessel registration, granting fishing licenses and strengthening monitoring of fishing vessel activities through VMS equipment to prevent violations, aiming to end illegal fishing.

Speed ​​up the progress of fishing vessel registration and granting of fishing licenses

According to the Ninh Binh Provincial Electronic Information Portal, the Ninh Binh Provincial People's Committee issued Official Dispatch No. 338/UBND-VP3 dated October 30, 2025 on accelerating the progress of fishing vessel registration and granting of fishing licenses to continue strictly implementing the direction of the Prime Minister and the Ministry of Agriculture and Environment on focusing on implementing the Peak Month against illegal, unreported, and unregulated (IUU) fishing.

Accordingly, the Provincial People's Committee requests relevant departments and branches, together with the People's Committees of communes and wards with fishing vessels exploiting aquatic products, based on their functions and tasks, to implement the following important contents:

Firstly, focus on reviewing and supporting people to complete procedures for registering fishing vessels and granting fishing licenses; reviewing and counting fishing vessels that have not been registered or granted fishing licenses; organizing guidance and support for fishing vessel owners who need to register and apply for fishing licenses to participate in fishing activities in accordance with the provisions of the Fisheries Law. At the same time, it is necessary to fully and accurately update fishing vessel information data into the National Fisheries Database (VNFishbase) and the national population database VneID; organizing guidance for fishing vessel owners, captains and crew members to register and authenticate VNeID electronic identification accounts, ensuring synchronization of population information with fishing vessel data.

Second, strictly control unqualified fishing vessels. Fishing vessels that are not qualified for registration and fishing licenses must be removed from the weekly reports to the National Steering Committee for Combating IUU Fishing. It is necessary to compile a list of unqualified fishing vessels to strictly control the location of the vessels, not leave fishing gear on board, and not allow them to operate; it is necessary to force these fishing vessels to land and publicly announce the list on the mass media so that people know and monitor the implementation.

Strictly handle violations, strengthen monitoring of fishing vessels via VMS devices

According to VTV Times, the Department of Agriculture and Environment of Ninh Binh province said that from January 1, 2024 to October 26, 2025, the province's authorities have sanctioned 680 cases of IUU fishing violations. Specifically, 389 cases of violations of VMS (Variable Navigation Monitoring Devices) were sanctioned inside and outside the province, 7 cases of violations of the permitted fishing area at sea, and 284 violations in the field of exploitation and protection of aquatic resources.

According to the Department of Agriculture and Environment of Ninh Binh province, functional agencies in the province regularly compile lists of fishing vessels at high risk of violating IUU fishing regulations, report to the Department of Fisheries and Fisheries Surveillance and post them on the Fishing Vessel Monitoring System.

As of October 31, Ninh Binh province had 22 fishing vessels at high risk of violating IUU fishing. Currently, these fishing vessels are all on shore without any fishing activities and are being closely monitored and managed by commune officials.

Discussing the work of monitoring, inspecting and controlling fishing vessel activities through VMS equipment in recent times, Mr. Tran Anh Dung, Vice Chairman of Ninh Binh Provincial People's Committee, said that functional forces regularly organize 24/7 duty to operate.

The fishing vessel monitoring system is used to track, supervise, and ensure that 100% of the province's fishing vessels maintain connection to the VMS device when participating in fishing activities from the time they leave the port until they arrive at the port.

Every day, the authorities identify a list of fishing vessels that have lost connection to their VMS devices for less than 6 hours and vessels operating near the permitted sea boundary to notify, contact, and meet directly to encourage, visit, and protect the fishermen's legal fishing rights.

Along with that, the forces reminded ship owners not to disable VMS equipment, not to cross the boundary of illegal exploitation in foreign waters; at the same time, contact and remind fishing vessels that lose VMS connection while on shore to ensure they do not participate in exploitation activities.

According to the leaders of Ninh Binh province, the functional forces regularly compile a list of fishing vessels of the province that violate the regulations on losing VMS connection when operating at sea for more than 6 hours without reporting their location to shore, losing connection for more than 10 days without returning the vessel to shore or exceeding the permitted fishing boundary at sea. This list is sent to the VMS Verification Team and relevant agencies and units for verification and handling according to the provisions of law.
