According to Lieutenant General Nguyen Van Duc, Director of the Propaganda Department (General Department of Politics of the Vietnam People's Army), the exchange program was co-chaired by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam, and General Tea Seiha, Deputy Prime Minister and Minister of National Defense of Cambodia.

VNA reported that the main activities planned to be held in Vietnam include: Official welcoming ceremony for the Deputy Prime Minister and Minister of National Defense of Cambodia; planting friendship trees; Joint military medical exercise between the two armies; Inauguration ceremony of Ben Cau Primary School (Thuan Lam hamlet, Ben Cau commune, Tay Ninh province); Twinning ceremony of residential clusters on both sides of the border between Long Cuong hamlet (Long Thuan commune, Tay Ninh province, Vietnam) and O Ta Mo hamlet (Mon No Rum commune, Svay Teap district, Svay Rieng province, Cambodia); talks and signing of cooperation documents between the two Ministries of National Defense; visit to the Traditional House of Division 5 (Military Region 7).
In Cambodia, the main activities include: Welcoming and farewell ceremonies for the Vietnamese Minister of National Defense; Salute and vermilion marking of Sovereignty Marker 171; friendship tree planting; joint patrol between the border management and protection forces of the two countries; Groundbreaking ceremony for the construction of the friendship project Sang Sovan Primary School (Svay Teap district, Svay Rieng province); visit to the headquarters of the Gendarmerie Command of Svay Rieng province.
Before the official exchange takes place, the two sides will organize activities: medical examination, treatment, and free medicine for people on both sides of the border; and an exchange between young border officers of Vietnam and Cambodia.
According to the report at the conference reviewing the preparations for the 2nd Vietnam - Cambodia Border Defense Friendship Exchange on November 4, up to now, the preparations for the exchange program have been actively implemented, many contents have been completed ahead of schedule, ensuring quality. The coordination between agencies, units as well as with the localities where the exchange takes place has been closely implemented, showing respect and hospitality, ensuring that the exchange activities take place solemnly and absolutely safely.
