In the note, the Embassy of Ukraine in Vietnam highly appreciated the humanitarian and righteous spirit of the Vietnamese people, and acknowledged the professionalism and dedication of the An Giang Provincial Police force, especially the Immigration Department, in assisting a Ukrainian citizen named Oleksandr Kyselytsia who was in distress at sea to return home.
Previously, on September 10, 2025, Mr. Oleksandr Kyselytsia was rescued by fishing boat KG-31393-TS of Mr. Tran Van Chinh (residing in Phu Quoc - An Giang) when he was in an accident at sea with an injured leg, poor health, no identification documents and personal belongings. After receiving the information, An Giang Provincial Police urgently directed the Immigration Management Department to preside over and coordinate with Phu Quoc Special Zone Police, Coast Guard Region 4 Command and Border Guard to verify the identity, and at the same time support accommodation, health care and essential needs for foreign citizens.

An Giang Provincial Police coordinated with the Provincial Department of Tourism and the Embassy of Ukraine in Vietnam to implement citizen protection measures according to regulations. Thanks to the close coordination of units inside and outside the Police sector, by October 16, 2025, Mr. Oleksandr Kyselytsia had recovered his health, was issued a passport, visa and completed exit procedures at Phu Quoc airport on flight AK544 back to Vietnam, with the direct support of the Immigration Management Department of An Giang Provincial Police./.
