At the meeting of the National Assembly Standing Committee this afternoon, Minister of Foreign Affairs Le Hoai Trung, authorized by the Prime Minister, presented a draft Resolution on a number of specific mechanisms and policies to improve the effectiveness of international integration. The draft Resolution will be submitted to the National Assembly for comments at the 10th session.
The draft resolution focuses on three major policy groups, including mechanisms and policies to support those working in foreign affairs and international integration.
Specifically, those who regularly work in foreign affairs and international integration are supported with 100% of their current salary coefficient (excluding allowances). This support is paid with the salary and is not used as a basis for calculating social insurance contributions and is exempt from personal income tax.

In case an officer is eligible for multiple monthly support policies with the same purpose, he/she will only receive the highest policy until the State issues a new salary regime.
The Government said that the above support level is similar to the support level for those participating in law-making work under Resolution No. 197 on a number of special mechanisms and policies to create breakthroughs in law-making and law enforcement.
For those who work in foreign affairs and international integration on an irregular basis, the draft resolution proposes training, fostering, and creating suitable working conditions... according to Government regulations.
The draft resolution also stipulates mechanisms and policies to mobilize experts, scientists, and people proficient in rare foreign languages to serve foreign affairs work.
Accordingly, the Government proposes to have a training and professional development regime and receive 300% of the current salary coefficient (excluding allowances) when being accepted into the civil service and public employees. This level is similar to the regime for experts, managers, business administrators, and leading scientists who are Vietnamese when being accepted into the civil service and public employees.
In addition, the draft resolution also stipulates that civil servants and public employees who are seconded to work at international organizations will be given priority for consideration and promotion when they return to work at their agencies, organizations, and units. This group of subjects will also be subject to the regime of members of representative agencies in the locality or equivalent. Funding for implementing the resolution includes the State budget and other legally mobilized funding sources according to the provisions of law.
The Government said the estimated annual impact of implementing the resolution is about 990 billion VND, including a monthly support regime for the force doing regular foreign affairs and international integration work of about 323 billion VND; the cost of training and fostering cadres doing this work is about 667 billion VND.
Presenting the review of the above content, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said that the Standing Committee of the Committee agreed with the necessity of issuing the resolution. The review body believes that the content of the draft resolution is basically consistent with the Party's policies, especially Resolution No. 59 of the Politburo.

In addition, there are opinions suggesting continuing to review to fully and comprehensively regulate important policy mechanisms of Resolution 59.
Regarding the regime and policies for those who regularly work in foreign affairs and international cooperation as stipulated in the draft resolution, there are opinions in the review agency that the support must be consistent with the policies applied to civil servants and public employees in other fields in the political system.
The Standing Committee of the National Defense, Security and Foreign Affairs Committee proposed to fully review and assess the impact of specific policies stipulated in the draft resolution on the State budget.
Concluding this content, Vice Chairman of the National Assembly Tran Quang Phuong said that the National Assembly Standing Committee proposed to only stipulate policies under the authority of the National Assembly in the resolution. The National Assembly Standing Committee also proposed to review the regimes and policies for those working in foreign affairs and international cooperation.
