The meeting was chaired by Comrade Nguyen Manh Tien, Vice Chairman of the Committee, with the participation of Committee members, representatives of the Standing Committee of the Ethnic Council, Committees of the National Assembly, representatives of the Government Office , the Office of the President and relevant ministries and branches.
On behalf of the Drafting Committee, presenting a summary report of the Government's Submission on the draft Law, Deputy Minister Le Anh Tuan said that Resolution No. 59-NQ/TW of the Politburo clearly pointed out the requirement to proactively and actively integrate into the international community in a synchronous, comprehensive, deep and effective manner in order to promote the country's new potential, position and strength, creating an important driving force for rapid and sustainable development of the country and firmly protecting the Fatherland from early on and from afar.
At the same time, international integration work in recent times has had some areas and issues that are still limited, with difficulties in mechanisms, policies, and resources.
Therefore, there is an urgent need to institutionalize the Party and State's viewpoints and policies on foreign affairs and international integration in the new situation, as well as prescribe specific mechanisms and policies in implementing foreign affairs and international integration tasks.
The Resolution Project is structured into 8 Chapters with 29 Articles including general provisions on international integration, specific provisions on international integration of enterprises, local authorities, work of Vietnamese representative agencies abroad, improving the quality of training and forecasting research, strategic research, and ensuring resources.

Deputy Minister Le Anh Tuan said that the draft Resolution stipulates solutions to strengthen and deepen relations with partners by removing difficulties and obstacles for key cooperation projects, enhancing international cooperation in channels, fields and aspects; continuing to promote and raise the level of multilateral diplomacy; contributing to peacekeeping, promoting and developing international cooperation.
In addition, thoroughly implementing the Politburo's guiding viewpoint that people and enterprises are the center, subject, driving force and main force of international integration, the draft Resolution stipulates a number of solutions to support enterprises in improving global competitiveness, diversifying markets, strengthening their role in the global supply chain, and strengthening linkages.
Identifying personnel work as the "key of keys", the Resolution project stipulates solutions for mobilizing and using high-quality human resources to serve international integration such as appointing positions of Special Envoys, Ambassadors Extraordinary and Plenipotentiary; providing in-depth training on foreign affairs, international cooperation as well as appropriate remuneration for people working in foreign affairs, experts, scientists, and people proficient in rare foreign languages to serve foreign affairs work.

Presenting the draft review report, comrade Pham Phu Binh, standing representative of the National Defense, Security and Foreign Affairs Committee, said that the Committee agreed on the necessity of issuing a Resolution to remove difficulties and obstacles, create breakthroughs and make fundamental changes to foreign affairs and international integration as the country enters a new era.
The Committee assessed that the draft Resolution dossier was eligible to be submitted to the National Assembly Standing Committee for consideration and comments to be submitted to the National Assembly at the 10th Session, and at the same time requested the Drafting Committee to continue reviewing and adjusting a number of contents to continue perfecting the draft.
During the discussion, members of the National Defense, Security and Foreign Affairs Committee and representatives of the Standing Committees of the National Assembly contributed substantive and profound opinions to clarify the necessity and propose the application of a number of breakthrough and specific provisions of the Resolution, ensuring the effectiveness and truly institutionalizing the new thinking on foreign affairs and international integration "proactively, positively", "commensurate with the historical stature, culture and position of the country" in the new era.
