On November 3, in Seoul, Vietnam's Deputy Minister of Home Affairs Vu Chien Thang worked with the Ministry of Employment and Labor of the Republic of Korea (MOEL), the Human Resources Development Service of Korea (HRD Korea) and the Ministry of Justice of the Republic of Korea, to promote bilateral cooperation in the fields of labor, employment and migration management, thereby contributing to the practical implementation of the Employment Permit System (EPS) between the two countries.
During the talks with MOEL Deputy Minister Son Pil Hun, the two sides highly appreciated the results of cooperation in recent times, noting that Vietnam is currently leading in the number of workers working in Korea under the EPS program, with the rate of illegal workers having decreased to about 19%, exceeding the set target.
The two sides agreed to closely coordinate to improve the effectiveness of the implementation of the Memorandum of Understanding, focusing on 5 groups of solutions: increasing the admission quota and admission quota to suit the needs of Korean enterprises and the wishes of workers; expanding the locations and forms of Korean language tests on computers and tablets (CBT, UBT) to facilitate candidates, shorten the time for processing documents and exiting the country; expanding the receiving occupations to original industrial fields such as casting, plastic processing, surface treatment, heat treatment; supporting integration and reintegration for workers after returning home; strengthening inspection, ensuring the legitimate rights and interests of workers regarding accommodation and working conditions.
On the same day, Deputy Minister Vu Chien Thang worked with HRD Korea Chairman Lee Woo Young and witnessed the signing ceremony of the Service Commitment Agreement (SCA) between HRD Korea and the Center for Overseas Labor (COLAB). The agreement specifies the Memorandum of Understanding between the Ministry of Home Affairs of Vietnam and MOEL, aiming at transparent, effective and sustainable management and operation of the EPS Program.

During the working trip, the delegation worked with the Korean Ministry of Justice, chaired by the head of the Integration Policy Agency, Yong Ho Cha. The two sides discussed administrative reforms, integration policies and foreign labor management; and agreed on many contents. Specifically, expanding the seasonal labor program through promoting connections and exchanges between localities; coordinating to reduce illegal residence, creating conditions for workers to voluntarily return home and consider re-entry according to regulations; piloting a nursing program with a coordination mechanism between the two countries' authorities, ensuring compliance with the laws of Vietnam and Korea. Selection information will be officially announced by the competent authority.
The meetings contributed to enhancing understanding and consolidating substantive cooperation in the fields of labor, employment and law, making practical contributions to the Vietnam-Korea Comprehensive Strategic Partnership.
Previously, on November 2, at Jangan University (Hwaseong city, Korea), under the auspices of the Vietnamese Ministry of Home Affairs and the Vietnamese Embassy in Korea, the Overseas Labor Center, the Department of Overseas Labor Management and the Overseas Employment Support Fund jointly organized the event "Vietnam Labor Day in Korea 2025".
The event has many practical and attractive activities such as: Propagating and popularizing new policies and providing information on the rights and obligations of Vietnamese workers working in Korea under the EPS Program; providing legal consulting services and life support (contracts, insurance, visas, repatriation) for workers; honoring typical workers and Korean enterprises with outstanding achievements in employing Vietnamese workers; cultural and artistic exchanges...
“Vietnam Labor Day in Korea 2025” is a vivid demonstration of the Vietnamese Government 's concern for the Vietnamese labor community abroad, while affirming the commitment to sustainable cooperation between the two Governments of Vietnam and Korea in the fields of labor, employment and social welfare.
