Accordingly, many new types of allowances can be applied from 2026, including responsibility allowances, mobility allowances and allowances for heavy, toxic and dangerous work.
More subjects are entitled to responsibility allowance
Compared with current regulations, the draft adds many groups of teachers to receive job responsibility allowances.
The allowance is calculated as a percentage of the base salary. For example, a coefficient of 0.1 is equivalent to 10% of the base salary.
Coefficient 0.1: teachers assigned to advise students;
Coefficient 0.2: Deputy head of professional department or deputy head of department; teachers teaching integrated disabled students in educational institutions that are not specialized schools or centers to support the development of inclusive education;
Coefficient 0.3: professional group leaders, subject group leaders, student management group leaders; core teachers from 5 days/month; teachers teaching ethnic minority languages or teaching in foreign languages (except Foreign Language); teachers and managers working at specialized schools, centers supporting the development of inclusive education.
Professional activities that have been reduced to teaching hours or converted into teaching hours will not have additional responsibility allowances, unless otherwise specified.
This allowance does not apply to teachers, principals, vice principals and equivalents who have received responsibility allowances according to Article 12 of Decree No. 76/2019/ND-CP of the Government . The calculation of responsibility allowances is carried out according to the provisions of law.
In the case of teachers directly teaching people with disabilities using inclusive education methods in educational institutions that are not specialized schools, the center for supporting the development of inclusive education is entitled to the following job responsibility allowance:

Mobility allowance
Teachers who have to travel frequently to teach at many schools, branches or are assigned to teach in multiple schools will receive a mobility allowance with a coefficient of 0.2 of the basic salary, calculated based on the actual number of days of travel. Calculation and payment will be made in accordance with current laws.
Allowance for heavy, toxic, and dangerous work
Teachers who teach practice or both theory and practice in environments with heavy, toxic, or dangerous elements will receive this additional allowance.
The factors identified include:
- Exposure to toxic substances, toxic gases, toxic dust or infectious environments;
- Teaching practice in places with high pressure, lack of oxygen, too hot or too cold beyond the allowable standards;
- Teaching practical skills in fields and occupations that generate loud noises or in places with continuous vibrations at high frequencies exceeding labor safety standards;
- Teaching practice in an environment with radiation, radiation rays or electromagnetic fields exceeding the permissible standards.
Expected allowance level:
- Level 0.1: Has one of the above factors;
- Level 0.2: Two of the above factors are present;
- Level 0.3: Has three of the above factors;
- Level 0.4: Has four factors above.
Allowances are calculated based on the actual number of practical teaching hours of each industry and profession.

The Ministry of Education and Training is seeking comments on this draft decree until November 9. If approved, the decree will take effect from January 1, 2026.
