Young Vietnamese intellectuals in Australia contribute comments on draft documents of the 14th Party Congress

Towards the 14th National Congress of the Communist Party of Vietnam, the Draft Congress Documents attracted the attention and enthusiastic contributions of all classes of people as well as overseas Vietnamese, including young Vietnamese people, students and intellectuals in Australia.

The Vietnamese Students Association in Australia (SVAU) - representing a community of more than 30,000 Vietnamese youth, international students and young intellectuals studying, researching and working in Australia, expressed their sense of responsibility, affection and aspiration to contribute to the development of the country and participated in some opinions:

The documents of the 14th National Party Congress are the crystallization of the Party's strategic thinking, collective intelligence and vision of the times, carefully and comprehensively prepared and imbued with the spirit of innovation.

The document not only reflects the aspiration for a prosperous and happy country, but also demonstrates the mettle, determination and steadfast belief in the path of development in the new era, the era of national growth.

In particular, the Document clearly demonstrates the spirit of seeking knowledge, accompanying and listening to the voices of all classes of people, including our overseas Vietnamese, an inseparable part of the Vietnamese nation.

This is a great source of encouragement for the Vietnamese community in Australia in particular and Vietnamese people around the world in general, adding to their confidence, responsibility and aspiration to contribute to the Fatherland.

In the spirit of responsibility and the desire to make practical contributions to the 14th National Congress Documents, I would like to represent the community of Vietnamese youth, students and young intellectuals in Australia to send some suggestions to clarify and concretize the role of overseas Vietnamese youth, students and intellectuals in the cause of national development and international integration.

Firstly , the Draft Document correctly affirms the role of young human resources and overseas Vietnamese in the national development strategy. However, the content related to overseas Vietnamese youth and students is still inclined towards general orientation, without a specific mechanism to mobilize and evaluate the effectiveness of contributions. It is recommended that the Document supplement guiding principles, in order to turn policies into feasible actions, synchronously between ministries and branches.

Second , regarding the strong and comprehensive development of culture and people, including the role of Vietnamese people abroad, it is proposed to add: "Prioritize connecting and mobilizing overseas youth and students as a strategic resource; promote short-term exchange programs, recognize international academic experience and encourage practical contributions to domestic innovation programs. Mobilization must be accompanied by a mechanism to measure results to ensure practical effectiveness."

Third , regarding education and training, developing high-quality human resources, including strengthening international integration, improving digital capacity and foreign language proficiency, it is proposed to add: (i) “Encourage recognition of international study, research and internship experiences of overseas students when considering scholarships and recruiting young scientists; develop a mechanism for recognizing international credits/experiences (credit transfer) and micro-internship programs (short-term internships of 4-12 weeks) between domestic and foreign training institutions to promote the transfer of skills and experience”; (ii) “Encourage research-oriented universities to open international cooperation programs with a network of overseas scholars and students; allow inviting overseas lecturers to participate in teaching, guiding research and providing scientific advice to improve research capacity, commercialize results and spread Vietnamese knowledge globally”.

Fourth , regarding culture, promoting cultural identity and national traditions, it is proposed to add "Supporting Vietnamese Student Associations/Clubs abroad in the task of preserving language, culture and traditions; encouraging cooperation between these organizations and domestic schools through cultural and language exchange programs (Vietnamese) to connect the young generation with their homeland".

Fifth , regarding high-tech industry, technology transfer, digital transformation and national data management, research proposals: (i) "Establish a pilot mechanism to prioritize cooperation projects between domestic enterprises and overseas Vietnamese research/startup teams; each project needs to be accompanied by a technology transfer roadmap, a local human resource training plan and specific evaluation criteria"; (ii) Developing digital education infrastructure needs to ensure data management principles: Transparency, privacy protection and a controlled data sharing mechanism so that students, researchers and overseas Vietnamese can cooperate to develop digital education models, avoiding international legal conflicts".

Sixth , regarding the organization of implementation and monitoring and evaluation, all proposals for programs related to mobilizing human resources, including overseas Vietnamese youth and students, should include evaluation criteria, responsible focal points and periodic reports. The State Committee for Overseas Vietnamese in coordination with the Ministry of Education and Training and the Ministry of Science and Technology will synthesize the results and periodically publish them to ensure transparency and effective implementation.

The Vietnamese Student Association in Australia affirms the consensus of the young generation of overseas Vietnamese towards the Fatherland, ready to contribute to the country's development. We hope that the 14th Congress Documents will continue to affirm and concretize the role of overseas Vietnamese youth as a strategic resource of the country in the era of digital transformation and global integration.
