An Giang Border Guard tightens management of fishing boats

On November 6, a working delegation of the Ministry of National Defense led by Major General Hoang Huu Chien, Deputy Commander and Chief of Staff of the Vietnam Border Guard, inspected the work of preventing and combating illegal, unreported and unregulated (IUU) fishing at the Border Guard Command of An Giang province.

At the working session, the working group directly inspected the system of books, registration records, statistics, and reports of the Kenh Dai Border Control Station; the management, operation, and exploitation of the "Management and control of fishing vessels" software of Viettel ; the fishing vessel journey monitoring software (VMS) of the Department of Fisheries and Fisheries Surveillance; the procedures for exiting and entering ports; the control of fishing vessels on the software system; and the results of handling IUU violations in the assigned maritime border area.

According to the Border Guard of An Giang province, from the beginning of 2024 to October 31, 2025, border control stations in the province have carried out procedures for more than 16,000 departures and 15,000 arrivals; refused to allow 69 ships to depart due to insufficient documents and equipment as prescribed; and recorded 474 cases of vehicles losing connection to journey monitoring devices.

Currently, the unit is managing 19 "3 no" fishing vessels (no registration, no inspection, no license), and is coordinating with local authorities to mobilize vessel owners to complete documents and commit to strictly complying with the law in seafood exploitation activities.

Implementing the Prime Minister's Official Dispatch No. 122/CD-TTg dated July 25, 2025 and Plan No. 320/KH-BCHBP dated August 5, 2025 of the Provincial Border Guard Command, the affiliated units have launched a peak period of propaganda, patrolling, inspection and control against IUU fishing. Of which, 3 concentrated propaganda sessions were organized with the participation of more than 440 fishermen; 40 small-scale propaganda sessions to 235 fishermen; distributed more than 400 leaflets, pasted 195 propaganda posters; presented 30 photos of Uncle Ho and 75 national flags. Local and central press agencies coordinated to publish 8 news, articles and reports to raise public awareness about combating IUU fishing.

During the patrol and control work, the Provincial Border Guard mobilized 38 out of 216 officers and soldiers to inspect 62 vehicles with 224 fishermen, and warned 7 cases of minor violations; at the same time, organized 8 inter-sectoral patrols with the fisheries force, fisheries surveillance, police and local militia in the assigned sea area.

Currently, the province's border stations are synchronously operating three software systems to serve the management and monitoring of fishing vessels, including: the fishing vessel management software of the Border Guard; the VMS journey monitoring system and the aquatic product traceability software of the Directorate of Fisheries. Officers directly performing the tasks are regularly trained to improve their skills in exploiting and operating the system.

In his concluding remarks, Major General Hoang Huu Chien acknowledged the proactiveness, sense of responsibility and positive results of the An Giang Provincial Border Guard in the work of preventing and combating IUU fishing. He requested the force to continue to closely coordinate with sectors and localities, resolutely handle violations, and at the same time do a good job of propaganda so that fishermen understand and comply with legal regulations, contributing to the whole country's efforts to soon remove the "yellow card" of the European Commission on Vietnamese seafood.
