Ministry of National Defense inspects implementation of anti-IUU fishing campaign in An Giang province

On November 6, a working delegation of the Ministry of National Defense led by Major General Hoang Huu Chien, Deputy Commander and Chief of Staff of the Vietnam Border Guard, member of the Ministry of National Defense's Steering Committee on preventing and combating illegal, unreported and unregulated (IUU) fishing, inspected the implementation of the peak campaign against IUU fishing at the Border Guard Command of An Giang province.

At the working session, the working group inspected the system of books, registration records, statistics, and reports of the Kenh Dai Border Control Station; the management, exploitation, and use of Viettel 's "Management and control of fishing vessels" software; the fishing vessel journey monitoring software (VMS) of the Department of Fisheries and Fisheries Surveillance; practiced the procedures for exiting, entering ports, and controlling fishing vessels on the software system. The group inspected the results of handling IUU violations.

In recent times, An Giang Border Guard has regularly promoted propaganda and dissemination of laws on fisheries and combating IUU fishing in many forms such as concentrated and individual propaganda, through patrols, controls, distribution of leaflets, billboards, posters and through the media.

From the beginning of 2024 to October 31, 2025, border control stations processed more than 16,000 departures and 15,000 arrivals; refused to depart 69 ships due to lack of required documents and equipment; and recorded 474 vehicles that lost VMS connection.

The unit currently manages 19 "3 no" fishing vessels, coordinating with local authorities to mobilize vessel owners to complete registration and inspection documents and commit to strictly complying with legal regulations.

Implementing the Prime Minister 's Official Dispatch No. 122/CD-TTg dated July 25, 2025 and Plan No. 320/KH-BCHBP dated August 5, 2025 of the Provincial Border Guard Command, the affiliated units have launched a peak period of propaganda, patrolling, inspection and control against IUU fishing. Of which, 3 concentrated propaganda sessions were organized with the participation of more than 440 fishermen; 40 small-scale propaganda sessions to 235 fishermen, 400 leaflets were distributed, 195 propaganda leaflets were posted, 30 photos of Uncle Ho and 75 national flags were presented. The unit coordinated with press agencies to publish 8 news, articles and reports on propaganda against IUU fishing.

During the patrol and control work, the unit mobilized 38 shifts with 216 officers and soldiers participating; inspected 62 vehicles, 224 fishermen, and warned 7 vehicles for minor violations. At the same time, coordinated with the fisheries force, fisheries control, police and commune militia to organize 8 inter-sectoral patrols in the assigned sea area.

Currently, the border control stations of the An Giang Border Guard are synchronously operating 3 software systems for managing and monitoring fishing vessels, including the fishing vessel management software of the Border Guard; the VMS journey monitoring software; and the aquatic product traceability software of the Directorate of Fisheries. The unit regularly organizes training and professional development for officers directly performing tasks to improve the level of management, control, and effective exploitation of these systems.

After listening to the report and conducting the actual inspection, the working delegation of the Ministry of National Defense highly appreciated the proactive spirit, responsibility and achievements of the Border Guard of An Giang province in the work of preventing and combating IUU fishing. At the same time, they requested the unit to continue to promote and closely coordinate with local forces and authorities, resolutely prevent and strictly handle violations, contributing to the entire army and people to soon remove the yellow card of the European Commission (EC).
