Launching a 60-day peak campaign to convert lump-sum tax to declaration

On the afternoon of November 7, Thanh Hoa Provincial Tax Department launched the plan for a 60-day peak period to convert the tax model from lump-sum tax to declaration for business households. The plan was deployed nationwide by the Tax Department and the Ministry of Finance.

According to the plan of Thanh Hoa Provincial Tax, the 60-day peak campaign to convert the model from lump-sum tax to declaration for business households will start from November 1, 2025 to December 30, 2025 across the province.

Focus on implementation at grassroots tax offices, areas with many contract households such as traditional markets, commercial streets, and areas with many accommodation businesses.

Propaganda content on the policy of eliminating lump-sum tax and changing the tax management model for business households from January 1, 2026; benefits and obligations when business households switch to the declaration method or convert to enterprises; work needed to prepare for the conversion, support for electronic invoices generated from cash registers and removing difficulties and obstacles, creating consensus among taxpayers.

With the message: "60 days of action, substantial transformation, raising the level of business households to declare, be transparent and modern", Thanh Hoa Provincial Tax Department is determined to complete the target of 100% of business households in the area understanding and applying the method of self-declaration and self-payment of taxes according to the declaration method from January 1, 2026; all business households have access to information and support from tax authorities on the content of converting the method of deduction to the declaration method and converting from business households to enterprises; 100% of taxpayers subject to applying electronic invoices generated from cash registers must successfully register, use and carry out tax procedures electronically in a convenient and easy way.

According to statistics, Thanh Hoa province currently has 92,521 business households, of which 2,335 households have paid taxes by declaration method, 31,684 business households have to pay taxes by lump-sum method, 58,502 business households with revenue of 100 million VND or less do not have to pay taxes, about 2,031 households have registered to use electronic invoices generated from cash registers.

The transition from contract to declaration is a big step forward in creating an efficient, transparent and fair economy , encouraging the strong development of the private economy.
