Using mine waste rock as backfill material.

Currently, the demand for land and construction materials for civil, industrial, service, and tourism projects in Quang Ninh province is increasing. During the period 2021-2025, this demand is approximately 640 million m³ and is projected to increase to about 1.02 billion m³ by 2030. In this context, Quang Ninh province has directed the Vietnam Coal and Mineral Industry Group to recover and reuse mine waste rock as leveling material and for the production of construction materials. This policy also reflects the circular economy strategy of Quang Ninh province and the coal industry.

On average, the amount of excavated waste rock from TKV's open-pit coal mines is approximately 150 million ^m³ per year. Over decades of mining, the amount of waste rock in the Quang Ninh region has reached over 1 billion ^m³ , covering an area of ​​about 4,000 hectares. A portion of this waste rock is used to fill in mining pits, improve waste layers, and restore the environment; the remainder can be extracted, processed, and used as leveling material and construction material.

Recognizing the potential of waste rock and soil resources in the province and the growing demand for construction materials such as sand and stone, since 2019, Indevco Group Joint Stock Company has researched and collaborated with many domestic and international partners to explore and select technologies for screening and crushing mine waste rock and soil into construction materials.

Mr. Do Tien Dung, Chairman of the Board and General Director of Indevco Group Joint Stock Company, stated: The company currently needs approximately 3.6 million cubic meters ^of material to implement a project producing building materials from mine waste rock. Over the years, the company has researched technology and conducted on-site surveys in many countries such as India, Malaysia, and Thailand to learn from and select a model suitable for production conditions in Vietnam. The entire production line is expected to be designed as a closed system to minimize dust and noise; the sludge filtration technology will recover up to 95% of the water, ensuring no sludge or water is discharged into the environment; and a tubular conveyor belt system will be chosen to minimize the impact on the surrounding area…

Indevco Group Joint Stock Company is implementing a project to produce construction materials from mine waste rock of the Vietnam Coal and Mineral Industry Group .

Not only Indevco Group Joint Stock Company, but many businesses inside and outside the province currently need to use mine waste rock as backfill material for construction projects; as well as as raw material for the production of construction materials.

According to Mr. Nguyen Hoang Truong, Deputy Director of Quang Ninh Coal Processing Joint Stock Company - the unit assigned by TKV to recover mine waste rock - the company has currently established the demand for 39 projects with a total demand of nearly 56 million ^m³ for the period 2025-2028, and approximately 195 million ^m³ by 2034. Of this, the market for leveling materials has established a supply demand of over 174 million ^m³ for 35 projects in Quang Ninh province and neighboring provinces until 2034.

Quang Ninh Coal Processing Joint Stock Company held a meeting to finalize the details for the commencement of the project to recover mine waste rock for use as leveling material.

Recently, the company continued to organize a conference to finalize the content of the commencement of mine waste rock recovery and determine the volume and schedule for supplying mine waste rock to projects in the 2025-2028 period and after 2028; with the interest and participation of many businesses inside and outside Quang Ninh province, as well as relevant departments and agencies.

At this conference, the Company provided information to its client businesses regarding the legal basis, permits, and approved volume of mine waste rock. Accordingly, the Company has been granted permission to recover mine waste rock at the Nam Quang Loi waste dump of the Coc Sau mine - Deo Nai Coc Sau Coal Joint Stock Company, TKV, to be used as backfill material for the LNG power plant project of Quang Ninh LNG Power Joint Stock Company; and has completed the permit application for the recovery and use of mine waste rock at the Suoi Lai mine waste dump - Hon Gai Coal Company and in the Mao Khe mine area. In addition, the Company is also implementing procedures to review and submit permits for the recovery and use of mine waste rock as backfill material at the Coc Sau mine waste dump, Ha Rang mine, and the waste dump of the Vang Danh 2 gold ore processing plant.

In the coming period, TKV will continue to address difficulties and develop plans for the exploitation, utilization, and business of mine waste rock and soil from mining and processing activities within the Group in Quang Ninh province until 2030 and beyond. The projected total volume of exploitable and recoverable waste rock and soil is approximately over 633 million m³, averaging over 70 million ^m³ /year. This will be a plentiful source of leveling materials and raw materials for the production of various construction materials, effectively serving projects and works both within and outside Quang Ninh province.
