Comprehensive modernization of business processes

Determining that digital transformation is not only an inevitable requirement but also an opportunity to improve management capacity and service efficiency for businesses and people, all activities of the Customs Branch of Region VIII are deployed in the direction of "taking businesses as the center of service", both ensuring strict management and creating maximum convenience for import and export activities.
According to the assessment and review of the Vietnam Customs Department, the Customs Branch of Region VIII has made remarkable progress in applying information technology and administrative reform. The electronic document management system, the "Vietnam Customs Data" application and the AIS connection system with Emanifest have been effectively deployed, serving the monitoring of over 2,800 incoming and outgoing ships. In particular, the function of automatically assigning civil servants to check documents on the VNACCS/VCIS system (automatic customs clearance) has been deployed to all units in Region VIII, helping to improve transparency, reduce processing time and minimize manual intervention. Currently, all documents and records are processed electronically, digitally signed with nearly 160,000 declarations received and processed smoothly through the VNACCS/VCIS system; more than 20 satellite software serving declarations and customs procedures of enterprises operate stably. All administrative procedures are performed through online public services at levels 3 and 4, ensuring transparent, accurate and fast processes.

Not stopping at digitizing internal processes, the Customs Branch of Region VIII also focuses on developing innovative products, directly serving the business community. Since July 2025, the unit has officially put into operation the online lookup product for import-export declaration information, allowing businesses to monitor and update the declaration settlement process anytime, anywhere, on any device with an Internet connection. This is an important breakthrough, demonstrating the unit's proactive spirit of research and application of technology in implementing Resolution No. 57-NQ/TW of the Politburo .
Mr. Phung Ky Luan, General Director of Tonly Vietnam Company, said: Tonly Company mainly produces smart electronic products such as speakers, headphones, cameras, etc. and new electronic product lines (anti-shake gimbals for phones, virtual reality glasses (VR), indoor gaming equipment, etc.). Electronic products are constantly changing, the names of electronic components also change with many technologies that are not yet popular in the market. The application not only helps to increase publicity and transparency in professional activities but also contributes to saving time, costs, and reducing pressure for both management agencies and businesses. A clear demonstration of the goal of "e-government towards digital government, e-customs towards smart customs".
Enhancing customs-business partnership

Not only stopping at the comprehensive digitalization of business processes, in September 2025, the Customs Branch of Region VIII established working groups to directly work with 87 import-export enterprises in the area, listening, grasping the operational situation, removing difficulties, and promptly guiding problems arising in the process of implementing customs procedures. In addition, the Branch organized 12 dialogue conferences with the participation of 374 enterprises. Thereby, it received and answered 68 opinions of enterprises on customs procedures and vehicle supervision; at the same time, it provided online and direct support for 165 requests for guidance on import-export policies. The conferences became open forums, helping customs agencies and enterprises to exchange, remove difficulties, and promote closer cooperation.
Thanks to the drastic direction and innovative spirit, in the first 9 months of 2025, the Customs Branch of Region VIII has achieved many positive results. Specifically: Import-export turnover reached over 15.6 billion USD (up 12.4% over the same period in 2024); attracted 2,446 enterprises to participate in import-export activities (up 317 enterprises over the same period in 2024); State budget revenue reached over 12,759 billion VND (reaching 72% of the assigned target); 100% of customs procedures for import-export goods and electronic tax payment 24/24h; nearly 3,000 declarations using specialized inspection documents; 476 C/O form D were received through the National Single Window system; 1,337 administrative records were completely processed online with 15 procedures.
Notably, the Department has proposed to cut 8 groups of specialized inspection goods and 4 procedures on the National Single Window. At the same time, it proposed to complete 45 administrative procedures, reduce 30% of business conditions, 30% of processing time and 30% of compliance costs for businesses. The above results not only demonstrate the efforts to overcome difficulties of Customs Region VIII but also affirm the companionship and sharing of responsibilities between the management agency and the business community in the journey of integration and development.

Most recently, on October 9, the Department signed a voluntary customs compliance program with 6 new enterprises, bringing the total number of participating member enterprises to 19. By participating in the program, member enterprises will be given priority in handling administrative procedures handled by customs authorities; and will receive support and guidance from customs authorities on measures to minimize the consequences of violations during the implementation of procedures, to prevent risks in import and export activities. Periodically, enterprises will receive full risk warnings not only during the implementation of procedures, but also warnings on supply chain security risk trends, intellectual property infringement in the field, industry, as well as some internal risks of enterprises according to recommendations from competent authorities in the country and around the world .
In particular, the principle applied within the scope of the Program is that within 24 hours from the time the customs authority receives a request from a member enterprise, the information will be transferred to the professional units for research, processing, and response according to the functions and tasks without creating any unnecessary administrative procedures for the enterprise. Right from the pilot phase, the Department has had many initiatives to concretize the flexible and creative implementation of the Program, including the "specialized management" civil servant model, which has received positive feedback from enterprises participating in the Program, especially the accompanying support, guidance, risk warnings... helping enterprises promptly overcome difficulties, identify risks to prevent and improve the level of compliance with customs laws.
Mr. Vu Tien Dung, representative of Aidi Vietnam Art Candle Company, shared: Participating in the program has opened up opportunities for businesses to receive support from customs authorities through practical and specific support actions with 15 action groups, prioritizing 24/7 support. By providing support, assessing, identifying, and warning of risks, thereby improving compliance levels and reducing the rate of physical inspections, helping businesses reduce time and warehouse costs. The signing and granting of customs certificates to businesses also contributes to affirming the reputation of domestic businesses and in the international market.

Entering a new phase, the Customs Branch of Region VIII continues to aim to perfect the model of Digital Customs, Smart Customs, and build a modern, synchronous, safe and effective customs management ecosystem.
Mr. Pham Quoc Hung, Head of the Customs Branch of Region VIII affirmed: The Customs sector is focusing on reforming administrative procedures, reviewing and amending legal regulations on Customs to serve the construction of the model of "Digital Customs - Smart Customs - Green Customs", ensuring modern Customs management. The Branch will continue to closely follow the direction of the industry and the province and actively coordinate with departments, branches and localities to develop the "Smart Border Gate" and "Digital Border Gate" projects, aiming at the goal of comprehensively automating import-export processes, enhancing data connection between agencies, shortening customs clearance time, reducing logistics costs, and improving the competitiveness of enterprises. At the same time, the Branch continues to promote its role as a bridge between state management agencies and the business community, proactively grasping the production and business situation, promptly removing difficulties, and supporting enterprises to adapt flexibly in the context of global economic fluctuations.
