Ministry of Industry and Trade strengthens legal support for small and medium enterprises

According to the report on the implementation of Resolution No. 01/NQ-CP dated January 8, 2025 and Resolution No. 154/NQ-CP dated May 31, 2025 on key tasks and solutions to implement the socio- economic development plan and state budget estimates.

To achieve the socio-economic growth target of 8% or more by 2025, the Ministry of Industry and Trade is focusing on improving the capacity of civil servants in resolving international trade disputes.

Specifically, the Minister of Industry and Trade issued two important decisions: Decision 2994/QD-BCT (dated November 11, 2024) approving the Project "Improving capacity to participate in resolving international trade and investment disputes in the field of Industry and Trade for the period 2025 - 2030" and Decision 1066/QD-BCT (dated April 18, 2025) promulgating the Regulation on coordination in preventing and resolving international investment disputes.

Implementing the assigned tasks under the Law on Support for Small and Medium Enterprises 2017 and Decree No. 55/2019/ND-CP dated June 24, 2019 of the Government on legal support for small and medium enterprises, effective from August 16, 2019, the Ministry of Industry and Trade has issued the Legal Support Plan for Small and Medium Enterprises in 2025 according to Decision No. 423/QD-BCT dated February 18, 2025 of the Minister of Industry and Trade.

On that basis, in 2025, the Ministry of Industry and Trade will focus on providing information to businesses on the amendment, supplementation and issuance of new legal documents on the Industry and Trade Legal Information Portal; promptly implementing the assigned tasks in Directive No. 10/CT-TTg dated March 25, 2025 of the Prime Minister on promoting the development of small and medium-sized enterprises, together with Decision No. 1256/QD-BCT dated May 7, 2025 of the Minister of Industry and Trade on promulgating the plan for the Industry and Trade sector to implement this directive, the Ministry has synchronously deployed many specific activities.

The Ministry of Industry and Trade has reviewed the implementation of responsibilities of ministries and ministerial-level agencies in providing legal support for small and medium-sized enterprises since Decree No. 55/2019/ND-CP took effect.

The summary results are shown in Document No. 3760/BCT-PC dated May 27, 2025 sent to the Ministry of Justice, in which the Ministry reviewed all difficulties and problems in the process of implementing the decree; proposed many solutions to bring legal support regulations and policies into real life, bringing practical benefits to businesses.

Along with that, the Ministry of Industry and Trade has summarized 5 years of implementing the Inter-sectoral Legal Support Program for Small and Medium Enterprises for the period 2021 - 2025 according to Decision No. 81/QD-TTg and sent the results in Document No. 4756/BCT-PC dated June 30, 2025 to the Ministry of Justice.

The Ministry also commented on the draft Summary Report of 5 years of implementing Decree No. 55/2019/ND-CP of the Government through Document No. 4757/BCT-PC on the same day, with a proactive and positive spirit, contributing to perfecting business support policies.

There is Official Dispatch No. 4496/BCT-PC dated June 20, 2025 sent to the Vietnam Bar Federation, requesting coordination in proposing and introducing qualified lawyers and law practice organizations according to the provisions of law to participate in the network of legal consultants to support small and medium-sized enterprises in the Industry and Trade sector.

To enhance connectivity and responsibility in implementation, the Minister of Industry and Trade issued Decision No. 2268/QD-BCT dated August 8, 2025 announcing the list of focal officers monitoring legal support work for small and medium-sized enterprises in the Industry and Trade sector.

Issue Official Dispatch No. 1526/PC-TH dated June 13, 2025 to units under the ministry, requesting to deploy legal support work in accordance with functions and tasks; requesting to resolutely carry out tasks and solutions to provide legal support for small and medium enterprises in 2025...

The Ministry of Industry and Trade also actively participates in developing an inter-sectoral legal support program for small and medium-sized enterprises and business households for the period 2026 - 2031.

The development of this program demonstrates the Government's commitment to accompanying the business community, especially the small and medium-sized enterprise sector, which accounts for a large proportion of the economy and plays an important role in job creation and promoting growth.
