Lawyer Hoang Van Chien, Hanoi Bar Association, advises on the content of this question as follows:

Pursuant to Article 56 of Decree No. 168/2025/ND-CP regulating registration of changes in the registration contents of branch, representative office and business location activities:

In case of changes in the registration contents of branch, representative office, or business location, the enterprise shall carry out the change registration procedure with the provincial-level Business Registration Authority where the branch, representative office, or business location is located within 10 days from the date of change;

In case of change of address of branch, representative office, business location, enterprise shall submit registration dossier for change to the provincial-level Business Registration Office where the branch, representative office, business location intends to move to;

In case an enterprise changes the address of a branch or representative office, leading to a change in the Tax Authority managing the taxpayer, the enterprise must carry out procedures with the Tax Authority related to the change of location in accordance with the provisions of tax law before registering the change of address of the branch or representative office with the provincial-level Business Registration Authority;

The registration change dossier includes a request for registration of changes to the registration content of branch operations, representative offices, and business locations.

Accordingly, in case of change of head of representative office, the registration dossier for change includes a request for registration of change of registration content of branch, representative office, business location according to Form No. 19 issued with Circular No. 68/2025/TT-BTC.

In addition, in case of authorization to perform procedures:

In case of authorizing an individual to perform, the registration dossier must include:

- Authorization document for an individual. This authorization document does not need to be notarized or authenticated.

In case of authorizing an organization to perform, the registration dossier must include:

- Copy of authorization contract for the organization.

- Letter of introduction or assignment document of that organization to the individuals directly performing the procedure.

In case of authorization for a public postal service provider, when performing the task, the postal employee must submit:

- A copy of the application form according to the form issued by the public postal service provider with the signature of the postal staff and the person authorized to sign the registration request.

In case of authorization to a postal service provider other than public postal service, the authorization shall be implemented in accordance with the provisions of Clause 2, Article 12 of Decree No. 168/2025/ND-CP, specifically:

- Copy of the authorization contract for the performing organization.

- Letter of introduction or document assigning tasks from that organization to the individual to directly perform.
