The Government Office has just issued Document No. 11074/VPCP-CN, conveying the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh on accelerating the completion of four important component projects of the North-South Expressway, including: Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh.

The directive was issued after the Ministry of Construction reported the inspection results of Inspection Team No. 1, which showed that there were still many difficulties and problems affecting the construction progress of the projects.

The Deputy Prime Minister 's focus of direction is to require localities to focus on removing "bottlenecks" in site clearance work, in order to create conditions to speed up the implementation of key expressway projects.

Regarding the Hoa Lien - Tuy Loan sub-project, Permanent Deputy Prime Minister Nguyen Hoa Binh requested the People's Committee of Da Nang City to urgently and resolutely take action to complete the site clearance work soon. Specifically, the city needs to direct the final handover of the site at 5 service roads and cross-roads in key communes and wards including Ba Na, Lien Chieu and Hoa Khanh.

Having a clean site early is emphasized as a prerequisite for the Ho Chi Minh Road Project Management Board (investor) to implement construction, ensuring the progress of completing the entire route according to plan.

In Quang Ngai province, where the Quang Ngai - Hoai Nhon project passes through, the amount of work on site clearance is assessed to be more complicated. The Deputy Prime Minister requested the People's Committee of Quang Ngai province to specifically identify each remaining difficulty and problem, and at the same time propose a solution and a clear completion deadline.

The items that need to have the entire site handed over include: Rest stop construction area; 10 service roads; a branch line section of Sa Huynh intersection; and the site for building the toll collection operator and the turning road at the intersections with National Highway 24, Duc Pho and Sa Huynh.

Notably, the Deputy Prime Minister emphasized that the directive does not stop at administrative orders but also requires promoting mass mobilization work. The People's Committee of Quang Ngai province needs to strengthen dialogue, propaganda, and mobilize people to agree with compensation and clearance policies; coordinate with Project Management Board 2 and contractors to ensure timely compensation and support, creating unity in the implementation process. People's consensus is considered a key factor to help the project finish on schedule on December 19.

The Deputy Prime Minister also assigned the Ministry of Construction, investors and contractors to seriously implement previous instructions, proactively find solutions to overcome difficulties, and ensure that the North-South expressway projects are completed on schedule and not delayed.
