
EVN Deputy General Director Nguyen Tai Anh listened to representatives of EVNPMB2 and the contractor report on the construction progress of the project.
On November 12, EVN Deputy General Director Nguyen Tai Anh had a working session with EVNPMB2 on the progress of the Quang Trach I Thermal Power Project.
According to Mr. Do Thanh Tai, Director of EVNPMB2, by mid-November 2025, the total progress of the Quang Trach I Thermal Power Plant Project reached 96.85%, of which the design reached 99.62%, procurement 99.97%, installation 93.31% and trial run 28%. The project has completed pressure testing of boilers 1 and 2, first oil firing of unit 1 on August 16, 2025, completed blowing of the auxiliary steam line on October 30, 2025 and is expected to blow the main steam line on November 18, 2025. Auxiliary systems such as water treatment, compressed air, lubricating oil, and cooling water have completed trial runs.
EVNPMB2 and contractors are highly focused, striving to connect unit 1 to the grid in December 2025, commercially generate power for unit 1 in May 2026 and unit 2 in October 2026.
Quang Trach I Thermal Power Plant Project has now achieved more than 18 million safe working hours, without any environmental incidents; the results of settlement and tilt monitoring are all within allowable limits, ensuring technical requirements and construction quality.
For the Quang Trach Power Center Infrastructure Project, to date, the main items such as the coal import wharf, approach bridge, and return drainage channel have been basically completed. The coal unloading equipment (CSU) has been installed and calibrated, and is expected to be tested without load from November 15-30, 2025, then tested in conjunction with the coal conveyor system from December 25, 2025. The installed coal conveyor system has reached 95% of its volume, and is expected to be tested in a single motion from November 30, 2025. EVNPMB2 aims to transfer the first coal through the port in early January 2026, serving the testing of the Quang Trach I Thermal Power Plant.
Site clearance and resettlement work continues to be actively implemented. 3 resettlement areas with 534 plots of land have been completed, meeting the conditions for arrangement for affected households. EVNPMB2 is coordinating with the People's Committee of Quang Tri province and the People's Committee of Phu Trach commune to handle existing problems, ensuring the handover of the entire site as planned.
Concluding the meeting, EVN Deputy General Director Nguyen Tai Anh acknowledged the efforts of EVNPMB2, contractors and consultants in maintaining progress and ensuring construction quality of project items.
To achieve the milestone of connecting Unit 1 to the grid in December 2025, the Deputy General Director of EVN requested EVNPMB2 to review the entire operation plan, establish a daily online coordination mechanism between the responsible groups to promptly handle problems at the site; at the same time, add specialized personnel from the EVN Construction Investment Management Board to directly participate in directing the project.

Regarding technical work, Mr. Nguyen Tai Anh assigned relevant units to review the steam system items, discharge valves, condensate pumps, circulation pipes and bridge details, coordinate with EPC contractors and design consultants to assess the causes and thoroughly overcome technical problems.
Regarding fire prevention and fighting (PCCC), the Deputy General Director requested to complete the appraisal documents and send them to the Fire Police Department before November 30, 2025, and at the same time requested contractors to rearrange the construction site, escape routes, and temporary fire protection systems to ensure absolute safety during the testing phase.
Regarding the coal import port and the discharge channel area, he requested the consulting unit and contractor to check and recalculate the wave protection solution, reinforce the channel roof, ensure the structure is stable and not eroded during the Northeast monsoon season. The units need to report the solution in writing within November 2025.
In addition, the Deputy General Director requested EVNPMB2 to coordinate with local authorities to continue to speed up compensation and resettlement work; strengthen environmental safety and hygiene (HSE) management, ensuring the construction site is neat, safe and meets standards.
Mr. Nguyen Tai Anh requested EVNPMB2 to report the overall progress weekly to the Group, and assigned the EVN Construction Investment Management Board to directly supervise and continuously inspect the construction site, ensuring that Unit 1 is connected to the grid as planned and operates safely and stably.
