Prospects for the Van Ly Bridge project

With land clearance still incomplete, the construction progress of the Van Ly bridge project continues to be significantly affected. The contractor has proposed completing a section of the approach road on the west bank to allow temporary traffic for passenger cars during the 2026 Lunar New Year.

After being stalled for nearly half a month due to heavy rain and flooding, the construction site of the Van Ly bridge and access road project has become bustling again in recent days, especially in the area where the land has been handed over.

According to engineer Dao Hong Ngoc, a technical officer at Dat Phuong Group Joint Stock Company, for the Van Ly bridge section crossing the Thu Bon River, the contractor only needs to lay the asphalt concrete surface, install expansion joints, and install the lighting system. Ideally, the asphalt concrete paving of the bridge surface and the eastern approach road (in Go Noi commune) should have been completed in October, but due to the impact of rain followed by four floods, it could not be carried out.

The section of the access road on the Go Noi commune side (N1 branch) has completed the compacted roadbed, the crushed stone base for the main road, and the branch road connecting to the DT610B road at the end of the route, and is preparing for asphalt paving. The N2 branch access road is located in Dien Ban Tay commune. The project has a construction contract schedule of 900 days, starting from September 30, 2023, with expected completion in April 2026. As of early November, the value of work completed reached approximately 190/423.86 billion VND (about 45% of the contract value).

Engineer Bui Huy Phu, an officer at the Road Engineering Center 3 and the chief supervisory consultant for the Van Ly bridge and access road project, shared that the construction of the access road branches through Dai Loc commune and Dien Ban Tay commune has been significantly affected due to numerous land clearance issues.

More concerning is the fact that in the construction areas of the intersections with provincial roads DT609B and DT609C (Dai Loc commune), and provincial roads DT609 and DT605 (Dien Ban Tay commune), the resettlement of households completely displaced is not progressing well, due to issues related to the construction of the resettlement area.

On the N1 branch, Dai Loc commune currently has two households affected by land acquisition who have not yet built houses near the M2 bridge abutment. Therefore, the contractor cannot yet construct the access road connecting to Van Ly bridge. On the N2 branch, Dien Ban Tay commune has handed over approximately 80% of the agricultural land along a 3km stretch.

Following an on-site inspection on October 8th, the Standing Committee of the City People's Council sent a document to the City People's Committee requesting guidance and urging the resolution of obstacles related to land clearance, resettlement, and the establishment of specific land prices for the Van Ly bridge and access road project.

Specifically, the investor, the Quang Nam Provincial Project Management Board for the construction of transportation infrastructure, in coordination with the Department of Construction and local authorities, is studying a plan to connect the Van Ly Bridge (which has been largely completed) with existing provincial and rural transportation routes to temporarily address the transportation needs of people on both sides of the bridge while these routes are still under construction.

Engineer Dao Hong Ngoc further informed that, following the directives of the competent authorities and the investor, the contractor plans to accelerate the construction of the access road from the M2 bridge abutment to the elevated bridge No. 1, connecting to the DH11.DB route (Dien Ban Tay commune). In addition, they aim to basically complete bridge No. 1 before the Lunar New Year 2026.

Regarding the agricultural land plot located between the N1-N2 intersection and Bridge No. 1, the construction unit recommends that the investor work with Dai Loc commune to find a solution soon, in order to temporarily connect traffic from Van Ly Bridge to the DH11.DB route and vice versa during the Lunar New Year holiday in 2026.
