55km of Ho Chi Minh City Ring Road 4 through Tay Ninh has handed over site clearance piles

Provincial leaders and representatives of functional agencies conducted a field survey of the route direction.

The Ho Chi Minh City Ring Road 4 Construction Investment Project was decided by the National Assembly in Resolution No. 220/2025/QH15, dated June 27, 2025, with a total length of about 159.31km, divided into 10 component projects. The total preliminary investment is about 120,413 billion VND, of which the central budget is more than 29,688 billion VND, the local budget is more than 40,093 billion VND and the capital mobilized from investors is about 50,632 billion VND.

The project will be implemented from 2025 and is expected to be completed and put into operation in 2029. The route has a scale of 8 expressway lanes, designed speed of 100km/h; both sides have parallel roads with at least 2 lanes, designed speed of 60km/h.

The section passing through Tay Ninh province alone is 74.5km long (out of the total 78.3km of the Tay Ninh - Ho Chi Minh City section). Tay Ninh Provincial People's Committee is assigned to be the governing body and competent authority of 3 component projects including:

Component projects 1-4: Compensation, support, resettlement and construction of service roads and side roads (public investment), total investment of VND 24,972 billion.

Component project 2-4: Construction of the expressway section from Thay Cai canal to Ho Chi Minh City - Trung Luong expressway (PPP, BOT contract), total investment of VND 20,485 billion.

Component project 2-5: Construction of the expressway section from Ho Chi Minh City - Trung Luong expressway to Hiep Phuoc port (PPP, BOT contract), total investment of VND 22,813 billion.

The total state budget capital allocated for Tay Ninh's work is 39,556 billion VND, of which the Central Government supports 29,668 billion VND (75%), Tay Ninh province contributes 9,888 billion VND (25%); the capital mobilized by investors is 28,714 billion VND.

The province has assigned tasks and directed relevant departments and branches to urgently deploy investment preparation steps. The Provincial People's Committee has assigned tasks to investors, approved the route centerline, policies and scope of site clearance for component projects 1-4; at the same time, agreed on the location and scale of 6 resettlement areas in Hoa Khanh, Duc Hue, Ben Luc, Rach Kien, My Loc and Tan Tap.

According to Deputy Director of the Department of Construction Dang Hoang Chuong, the survey and feasibility study report are being carried out, expected to be approved before December 31, 2025. To date, 70% of the route length (about 55km) has been handed over to the locality for site clearance; the remaining part, including intersections, will be handed over in November 2025. At the same time, the planning of resettlement areas and survey of material mines for the project are also being completed.

According to the People's Committee of Tay Ninh province, up to now, the preparation and implementation of the project has been on schedule, without any significant difficulties or problems. The early implementation and completion of Ring Road 4 will contribute significantly to connecting the Southeast region with the Southwest region, promoting the socio -economic development of the region and creating new growth momentum for Tay Ninh in the coming period./.
