Ready to practice fire fighting and rescue plans at provincial level

The large-scale drill with the participation of more than 650 people and many types of vehicles is an important opportunity for the firefighting force to practice with real-life situations, thereby testing their capacity and ability to coordinate when a situation occurs.

Practice situation

Implementing Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government detailing a number of articles and measures to implement the Law on Fire Prevention and Fighting and Rescue; at the same time, proactively preventing and promptly and effectively handling major fires causing serious damage to people and property, the Provincial People's Committee has developed and deployed a plan to organize fire fighting and rescue drills with the mobilization of forces, means and assets of many local agencies and organizations to participate in 2025.

Simulated fire, explosion, incident and accident situations in the practice plan are built to suit reality, ensuring technical requirements, fire fighting tactics and search and rescue.

Accordingly, the assumed content: At 2:30 p.m., in the parking area on the first floor of the Provincial Convention Center, a car leaked fuel, encountered a heat source, and caught fire, spreading to the large hall on the second floor while the automatic fire extinguishing system was under maintenance.

At the time of the fire, the Provincial Convention Center was holding a conference with about 500 delegates and guests attending. However, the facility's automatic fire extinguishing system was under maintenance and was not working, causing the fire to spread very quickly across the entire floor surface of the first and second floors and was tending to spread to the upper floors, generating a lot of smoke and toxic gas, making escape and fire fighting very difficult, with many people trapped in the fire.

When a fire breaks out, the local fire prevention and fighting force immediately raises the alarm, calls the professional force, deploys on-site fire fighting, coordinates rescue and property relocation. The Fire Prevention and Fighting and Rescue Police Department (Provincial Police) quickly mobilizes many forces and vehicles to the scene, organizes reconnaissance, grasps the situation and deploys fire fighting and rescue activities.

The practice organization process includes: practicing the command information mechanism, fire fighting and rescue operations through film presentations on the mechanism's operation; and practicing the field work in 4 stages.

It is necessary to ensure absolute safety for people and vehicles.

According to Colonel Nguyen Van Hanh - Deputy Director of the Provincial Police, Head of the Training Command Board, the Provincial Police, as the standing agency in charge, coordinated with the Provincial People's Committee Office, departments, branches, and staff units to develop plans and training mechanisms. Through the training and joint training sessions, the participating forces demonstrated a spirit of urgency, concentration, responsibility, and adherence to the script, ensuring absolute safety for people and vehicles.

The Provincial Military Command, Department of Health, Vinh Long Water Supply Joint Stock Company, Vinh Long Electricity Company, Vinh Long University of Technical Education, Cuu Long University... sent forces and vehicles to coordinate training, joint practice, general rehearsal and practice according to the plan.

Colonel Nguyen Van Hanh added: The exercise aims to test the ability to mobilize forces and means and effectively promote the "4 on-the-spot" motto: on-the-spot command, on-the-spot forces, on-the-spot means and on-the-spot logistics.

Evaluate the features, effects, and actual effectiveness of firefighting and rescue equipment, communications, and logistics. Improve the command, management, and coordination capacity between the firefighting and rescue police force and the on-site firefighting force to handle fires, explosions, incidents, and accidents. Thereby, proactively prevent and promptly and effectively handle major fires that cause serious damage to people and property, contributing to serving the socio-economic development task well.
