Comments on draft documents of the 14th Congress: Creating a breakthrough in human resource quality

On the eve of the 14th National Congress of the Party, many cadres, union members and workers in the Southern region expressed their consensus and expectations for the orientation of building the working class in the draft documents submitted to the Congress.

From production practices and the workers' movement, opinions have affirmed the urgent need to arouse endogenous strength, promote the mettle, intelligence and pioneering role of the working class in the cause of industrialization and modernization of the country.

Affirming the role of the working class in the new era

Analyzing Resolution No. 20-NQ/TW dated January 28, 2008 of the 10th Party Central Committee on "building the Vietnamese working class in the period of industrialization and modernization of the country," Ms. Nguyen Kim Loan, Vice President of the Ho Chi Minh City Labor Federation, acknowledged that after nearly 20 years of implementation, the resolution has revealed many limitations due to the strong development of the fourth industrial revolution. This has led to rapid changes in the scale and quality of the Vietnamese working class, a force that has contributed greatly to socio-economic achievements.

According to Ms. Nguyen Kim Loan, entering the new era, the requirement is to create a breakthrough in the quality of human resources. Therefore, the Central Committee needs to issue a new Resolution with a more comprehensive and modern mindset, aiming to build a new working class with high qualifications, industrial style, creative capacity and strong political will.

She has summarized four basic qualities and capacities that the working class in the new era needs to possess. These are: "High professional qualifications and skills, quick adaptation to technological transformation, digitalization, automation and artificial intelligence; industrial style, discipline, professionalism, productive and efficient work, in line with international labor standards; capacity for innovation, daring to think, daring to do, proactively improving processes, increasing added value in production; strong political will, patriotism, class consciousness and spirit of international solidarity, absolute loyalty to the goal of national independence associated with socialism."

Ms. Nguyen Kim Loan proposed that the State and socio-political organizations need to have a synchronous policy to develop the working class; develop Party organizations and unions in the non-state and foreign-invested enterprise sector, maintain the nature of the working class, and ensure comprehensive leadership. Building a modern and strong Vietnamese working class is not only an objective requirement, but also a solid guarantee for the path to socialism.

The working class deserves to be the Party's loyal and trustworthy force and the solid foundation of the great national unity bloc. She recommended continuing to develop the program of 1 million social housing units, planning schools near industrial parks; businessmen need to consider workers as valuable assets, while the Trade Union plays a role in supporting training and improving skills, to ensure the harmony of interests between businessmen and workers.

Promoting the core role of trade unions

Emphasizing that the draft has continued to affirm the position and role of the Vietnamese working class as the revolutionary leadership class, according to Mr. Nguyen Phu Hoang, Chairman of the Lam Dong Provincial Labor Federation, to build the working class, the draft needs to add content on "Developing human resources, building the Vietnamese working class."

He proposed to clarify: "The trade union must be the core force in gathering, educating and developing a modern workforce, possessing all the elements of knowledge, professional skills, political mettle, industrial style and labor discipline."

Regarding the "Building of the National Program for the Development of the Vietnamese Working Class for the 2026-2035 period," Mr. Nguyen Phu Hoang affirmed that the Vietnam Trade Union must be the most important coordinating entity; it is necessary to closely link the development of the working class with economic restructuring, industrialization, renewable energy development, digital economy and green economy; at the same time, establish a mechanism to support training, fostering digital skills and adapting to new technologies for workers in industrial parks, industrial clusters and economic zones.

According to Mr. Nguyen Phu Hoang, the draft needs to focus on "Developing workers' culture," aiming to build Vietnamese people of the new era with aspirations to rise up, a sense of discipline, creativity and social responsibility.

At the same time, the draft needs to clarify the role of the Trade Union in the social security system, especially in caring for and protecting the legitimate rights and interests of workers. In addition, perfecting the mechanism of social supervision and criticism through the Vietnam Fatherland Front and socio-political organizations is also an urgent requirement to promote democracy at the grassroots level.

Sharing the same view, Ms. Huynh Thi Tuyet Vui, Chairwoman of Dong Thap Provincial Trade Union, proposed to strengthen the role of the Trade Union organization in the worker-farmer-intellectual alliance.

Ms. Huynh Thi Tuyet Vui emphasized the need to clarify the mechanism for the Trade Union to play a core political role in this alliance, becoming the central force, connecting the strength of workers with other social classes to form a solid solidarity bloc.

Regarding the worker-farmer linkage, Ms. Huynh Thi Tuyet Vui proposed solutions to promote production linkage models between workers and engineers in processing factories (workers) and farmers (farmers). The trade union plays a role in connecting, advising and protecting the rights of agricultural workers and industrial farmers to erase boundaries and strengthen the connection between the two classes...

Adapting to an open economy and digital transformation

Faced with the trend of increasingly deep international integration, workers in the southern provinces and cities recognize that the current requirement is to build a working class associated with economic restructuring and changes in the working environment in the digital age; at the same time, there is a mechanism to support digital skills training and adaptation to new technologies for workers in industrial parks and economic zones, where the labor force is concentrated and fluctuates rapidly.

Mr. Nguyen Phu Hoang, Chairman of the Lam Dong Provincial Labor Federation, said that developing the working class in the new era must be considered a central task in the process of national digital transformation. Workers are both the subjects that need support and the force that directly masters technology to improve productivity, quality and competitiveness. Therefore, he proposed that it is necessary to innovate the patriotic emulation movement among workers in the direction of "Creative labor - Increasing productivity - Applying digital technology."

According to Mr. Nguyen Phu Hoang, the draft needs to add the orientation of "Promoting digital transformation in the activities of the Fatherland Front and socio-political organizations, in which the Vietnam Trade Union takes the lead in building a "Digital Trade Union" to improve the capacity to represent, care for and protect workers in the digital age."

He proposed building a digital transformation strategy for the Vietnam Trade Union by 2035, forming a national union member database connecting the national data system on labor and employment; at the same time, adding a separate section on the role of the Trade Union in building a modern and strong working class, contributing to building a solid worker-farmer-intellectual alliance.

Similarly, Mr. Nguyen Huu Dai, Head of the Propaganda Department of the Dong Nai Provincial Labor Federation, highly appreciated the draft documents of the 14th Party Congress for meeting the requirements and aspirations of bringing the country to comprehensive development, on par with other countries in the region and the world.

According to him, the working class is present in all economic sectors, in most industries and fields. They operate and master the most modern production tools, play a decisive role in the growth rate and competitiveness of the economy; and are pioneers in implementing the Party's innovation policy.

Therefore, the draft needs to add more specific assessments of the position, role and contributions of the working class in the process of innovation, integration and socio-economic development, so that the report's content is more comprehensive and has higher inheritance.

To adapt to an open economy and digital transformation, building a modern working class must be associated with developing new productive forces and digital transformation; taking care of practical benefits, improving digital skills, cultural life and social welfare; creating an environment for workers to promote creativity, autonomy and integration./.
