The National Assembly's Resolution stated that 2026 is an important year, hosting the 14th National Party Congress, organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and is the first year of implementing the 5-year socio-economic development plan for 2026-2030, entering the era of national development and prosperity.

The priority is to promote growth on the basis of maintaining macroeconomic stability, controlling inflation, ensuring major balances; promoting the construction and synchronous completion of development institutions, promptly and thoroughly removing bottlenecks and bottlenecks, unblocking and liberating all resources; quickly stabilizing the organizational apparatus, building a streamlined, strong, efficient, effective and efficient administration.

Along with that, enhancing strategic autonomy, innovating the development model with a focus on establishing a new growth model, taking science and technology, innovation and digital transformation as the main driving force; improving productivity, quality, resilience and competitiveness of the economy.

Synchronously complete and make strong breakthroughs in building socio-economic infrastructure, effectively exploiting new development space. Focus on developing high-quality human resources; develop culture and society closely and harmoniously with economic development; prioritize ensuring social security and improving people's lives.

Resolutely and persistently fight against corruption, waste, and negativity; proactively communicate policies, "use the positive to push back the negative", "use the good to eliminate the bad"; create momentum and trust among the people; improve the effectiveness of mass mobilization work and the front to create social consensus. Consolidate and strengthen national defense and security, firmly protect independence and sovereignty; maintain political security, social order and safety; promote foreign affairs and international integration deeply, practically and effectively.

Regarding key targets, the National Assembly resolved to strive for growth in 2026 of 10% or more; GDP per capita of 5,400-5,500 USD; the proportion of processing and manufacturing industry in GDP of about 24.96%; the average consumer price index (CPI) growth rate of about 4.5%; the average social labor productivity growth rate of about 8.5%; the proportion of agricultural labor in total social labor of about 25.3%.

In addition, the rate of workers with degrees and certificates reached about 29.5%; the unemployment rate among working age in urban areas was below 4%; the rate of poor households (according to the multidimensional poverty standard) decreased by 1-1.5 percentage points; the number of doctors per 10,000 people reached about 15.3 doctors; the number of hospital beds per 10,000 people reached 34.7 beds; the rate of health insurance participation reached 95.5%.

The rate of communes meeting new rural standards (according to the National Criteria for New Rural Areas at all levels for the period 2026-2030) reaches at least 15%; the rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%; the rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards reaches 95%.

Focus on implementing 11 key tasks and solutions well

To realize the set goals, the National Assembly requested the Government and relevant agencies to perform well 11 main tasks and solutions:

Continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy, public debt, and state budget deficit within prescribed limits.

Focus on perfecting the synchronous institutions and laws, strongly innovating thinking, promoting strategic breakthroughs, improving the effectiveness of law enforcement organization; accelerating the reduction and simplification of administrative procedures, improving the investment and business environment; tightening discipline and order, further promoting the work of preventing and combating corruption, waste and negativity.

Continue to focus on perfecting regulations on the organization of the state administrative apparatus, perfecting the management and operation apparatus to serve development.

Establish a new growth model with science and technology, innovation, and digital transformation as the main driving force, promoting economic restructuring, accelerating industrialization and modernization.

Focus on investment in construction, ensuring the progress of synchronous, modern, smart, and nationally and internationally connected strategic infrastructure projects, especially key transport projects, railway systems, international airport systems, seaport systems, and energy infrastructure; promote the development of inter-regional projects and large urban infrastructure, digital transformation infrastructure; adjust planning to suit the new context.

Promote the development of modern, high-quality human resources in priority, emerging, high-tech industries and fields; create breakthroughs to strongly promote scientific and technological research, innovation and digital transformation.

Invest in developing cultural industry, achieving social progress and equity, improving people's material and spiritual life and health.

Effectively manage and use resources; proactively respond to climate change and prevent and combat natural disasters; protect the environment, limit pollution; harmoniously resolve the relationship between economic development and environmental protection, and achieve sustainable development goals.

Strengthening and enhancing national defense, ensuring national security, maintaining social order and safety, creating a peaceful and stable environment for national development and international integration. Promoting breakthroughs in the development of defense and security industries, autonomy, self-reliance, self-reliance, dual-use, and modernity.

Promote the synchronous, effective and comprehensive implementation of foreign affairs and international integration; promote economic diplomacy, focusing on technological diplomacy; promote multilateral diplomacy, proactively and actively participate in shaping, leading and building the rules of the game in global governance and solving common world problems.
