
A survey by the Ministry of Education and Training shows that many communes/wards do not have enough civil servants in charge of education; on average, each commune has only more than 1 civil servant in charge, while the Department of Culture and Social Affairs at the commune level has to take on many concurrent roles. Notably, less than 50% of civil servants in charge of education have expertise or have worked in the industry.
Experts agree that it is necessary to standardize the commune-level education management team through a specific competency framework. This framework helps assess competencies according to job positions, thereby building appropriate training programs for those without educational background as well as those with experience.
The Academy of Educational Management has developed a training program specifically for commune-level officials and will continue to improve it during the pilot phase. The workshop also proposed to enhance digital transformation in training, deploy a model of direct learning combined with online learning and modular learning linked to practical situations in the locality.
